PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation, Office of Maintenance and Highway Operations this class is accountable for administering statewide highway maintenance programs in the Central Office or directing highway maintenance operations in an Assigned District.
SUPERVISION RECEIVED
Receives administrative direction from the Transportation Maintenance Administrator or other administrative official of higher grade.
SUPERVISION EXERCISED
Central Office: Administers programs and operations; directs all staff;
Assigned District: Directs staff of district.
EXAMPLES OF DUTIES
CENTRAL OFFICE
- Administers staff and operations of statewide highway maintenance programs in the Central Office;
- Develops, implements and evaluates maintenance policies, goals and objectives;
- Designs and develops maintenance programs and activities;
- Assists with implementation of new procedures and procedural revisions;
- Determines appropriate staffing levels and directs management and coordination of staff;
- Assists with design and implementation of performance review standards for staff;
- Assists with preparation of highway maintenance budget;
- Maintains contacts with individuals within and outside of office who might impact on policy or program activities;
- Works in conjunction with Transportation Director of Traffic in operation of Highway Operations Center;
- Informs Transportation Maintenance Administrator as to ongoing operational status of entire maintenance program and acts as liaison with Maintenance Directors in districts;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.
ASSIGNED DISTRICT
- Directs staff and operations of an Assigned District;
- Coordinates, plans and manages district activities;
- Formulates program goals and objectives;
- Develops or assists in development of related policy;
- Interprets and administers pertinent laws;
- Evaluates staff;
- Prepares or assists in preparation of district budget;
- Maintains contacts with individuals within and outside of district who might impact on program activities;
- Directs maintenance of highways including electrical installations, signs and markings, bridges, small structures and equipment;
- Administers maintenance planning responsibility from a needs survey;
- Directs and coordinates highway incidents including routine and emergency events utilizing appropriate equipment and personnel;
- Maintains close coordination with central office personnel on budget requirements, planning, programming, policies, procedures, standards, schedules, operations, costs, experiments, training, funds and special reports;
- Directs investigations for and issuance of permits;’
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of professional experience in the administration of large scale transportation maintenance or highway operations programs and activities including emergency response and winter operations.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a managerial capacity in highway or bridge maintenance, transportation maintenance planning or transportation special services (oversight of utility and construction permits, traffic, drainage, and/or accident claims investigations) and development of transportation policies and procedures.
