PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Office of Maintenance and Highway Operations this class is used in one of two ways:
  • CENTRAL OFFICE
    • Accountable for directing all operational or planning and/or budgeting activities of highway maintenance, including procurement.
  • ASSIGNED DISTRICT
    • Accountable for directing highway maintenance operations.

SUPERVISION RECEIVED

Receives administrative direction from the Transportation Maintenance Administrator, Transportation Maintenance Director or other administrative official of higher grade.

SUPERVISION EXERCISED

Directs staff of the central office or a district.

EXAMPLES OF DUTIES

  • Directs staff and operations in highway or bridge maintenance; 
  • Coordinates, plans and manages office or district activities; 
  • Formulates program goals and objectives; 
  • Develops or assists in development of related policy; 
  • Interprets and administers pertinent laws; 
  • Evaluates staff; 
  • Prepares or assists in preparation of office or district budget; 
  • Maintains contact with individuals both within and outside of office or district who might impact on program activities; 
  • Performs related duties as required.
CENTRAL OFFICE 
  • Develops and initiates statewide Resurfacing Program; 
  • Administers numerous projects associated with Infrastructure Renewal Program; 
  • Prepares and administers highway maintenance budget; 
  • Initiates and coordinates the development of plans, specifications and estimate documents (PS&E); 
  • Facilitates the PS&E approval process; 
  • Coordinates stewardship agreements and procurement processes; 
  • Coordinates context sensitive solutions (CSS) with internal and external partners; 
  • Establishes and maintains unit procedures; 
  • Responsible for Storm Operations Center during snow and ice control and other emergencies; 
  • Coordinates and assists in Highway Operations Center incidents including highway emergencies and unexpected events; 
  • Reviews legislation specific to highway maintenance and prepares relative testimony and fiscal impact; 
  • Acts as liaison with the Office and Human Resources regarding all human resource matters and implements the terms and conditions defined in applicable collective bargaining agreements; 
  • Approves all overtime of subordinates; 
  • Supervises Office automotive repair facilities; 
  • Supervises development and writing for procurement of automotive, highway maintenance and other highway equipment; 
  • Coordinates use, maintenance and repair of all department owned highway maintenance related equipment; 
  • Exercises overall supervision over department Machine Shop.
ASSIGNED DISTRICT 
  • Supervises operational maintenance of highways, bridges, buildings, electrical facilities, small structures and equipment where highway personnel are used in areas such as snowplowing, sanding, maintenance of roadways, roadsides, trees, fences, guide rails, drainage structures, power equipment, garages, offices, platform scales, nursery areas, highway illumination, signs, pavement markings and electrical control devices; 
  • Coordinates and assists in highway incidents including routine and emergency events utilizing appropriate equipment and personnel; 
  • Interprets and implements the terms and conditions defined in applicable collective bargaining.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply management principles and practices; 
    • relevant state and federal laws, statutes and regulations; 
    • relevant agency policies and procedures; 
    • highway maintenance methods, materials and equipment; 
    • principles and methods of determining maintenance needs and preparing maintenance programs; 
    • financial and procurement procedures, federal regulations Title 23, plans, specifications, and estimate approval processes; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
  • Considerable ability to analyze maintenance problems and determine solutions.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of experience in highway or bridge maintenance, maintenance planning, transportation special services (oversight of utility and construction permits, traffic, drainage and accident claims investigations, and development of transportation policies and procedures).

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a managerial or supervisory capacity in highway or bridge maintenance, maintenance planning, transportation special services (oversight of utility and construction permits, traffic, drainage and accident claims investigations, and development of transportation policies and procedures).
NOTE:
  • Managerial capacity will be defined as full time managerial responsibility for major programs. Position will have supervisory responsibilities, but the emphasis should be management activities: planning, organizing, directing and controlling resources of a major subdivision at an agency or organization.
  • Supervisory capacity is interpreted as scheduling, assigning and overseeing work, establishing performance standards for employees and taking corrective measures to implement those standards.
  • For state employees this experience is interpreted at the level of a Transportation District Maintenance Special Services Section Manager, Transportation Equipment Repair Manager, Transportation Maintenance Planning Manager, Transportation Equipment Repair Assistant Supervisor, Transportation Equipment General Supervisor, Transportation General Supervisor (Bridge Maintenance) (Maintenance) (Signs & Markings), Transportation Supervising District Services Agent or Transportation District Electrical Supervisor.

SPECIAL REQUIREMENTS

Incumbents in this class may be required by the appointing authority to possess appropriate current licenses or permits.

WORKING CONDITIONS

Incumbents in this class may be exposed to risk of injury when driving in snowstorms.
