PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation and the Connecticut Airport Authority this class is accountable for supervising Transportation Maintenance Crew Leaders and Transportation Supervisors and their crews in the maintenance and betterment of transportation facilities.
SUPERVISION RECEIVED
Works under the limited supervision of a Transportation Maintenance Manager or other employee of higher grade.
SUPERVISION EXERCISED
Supervises the work of Transportation Maintenance Crew Leaders, Transportation Supervisors, Transportation Maintainers and other lower level employees as assigned.
EXAMPLES OF DUTIES
- Coordinates the work of the crews on bridge maintenance, special maintenance bridge repair and reconstruction and capital outlay work;
- Allocates personnel and equipment;
- Determines and reports on materials required;
- Directs establishment of lines and grades from stakes set by the engineers;
- Arranges with the approval of the Transportation Maintenance Manager in charge of bridge maintenance in the district for furnishing of rented equipment;
- Arranges for shifting of equipment where there are breakdowns;
- Arranges through the garage supervisor for required repairs to equipment;
- Inspects all equipment to see that it is kept in safe operating condition;
- During winter storms advises, directs and coordinates work as directed by the Transportation Maintenance Manager in charge of maintenance in the districts;
- Supervises the taking of samples for laboratory tests and examination of materials used in bridge construction, checking quantities and placement of materials and mixes and checking measurements;
- Interprets plans and specifications for the guidance of bridge supervisors;
- Analyzes necessity for plan changes and makes necessary recommendations;
- Checks strength and rigidity of forms, and placement and typing of reinforced steel;
- Schedules, assigns, oversees and reviews the work of staff;
- Provides staff training and assistance;
- Conducts performance evaluations;
- Determines priorities and plans crew work;
- Establishes and maintains crew procedures;
- Develops or makes recommendations on the development of policies and standards;
- Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
- Prepares reports and correspondence;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- approved methods of maintaining and improving stationary and movable bridges and related structures;
- relevant agency policies and procedures;
- relevant state and federal laws, statutes and regulations;

- the materials and equipment used in bridge maintenance and construction;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of experience in bridge maintenance.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Three (3) years of the General Experience must have been in a supervisory capacity.
NOTE: For state employees this experience is interpreted at the level of a Transportation Maintenance Crew Leader (Bridge Maintenance).
SPECIAL REQUIREMENTS
Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.
CHARACTER REQUIREMENTS
At State Airports: In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.
PHYSICAL REQUIREMENTS
- Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
- A physical examination may be required.
WORKING CONDITIONS
Incumbents in this class may be exposed to extremes of weather conditions, to lifting of heavy weights, to highly dangerous road and traffic conditions, to exposure to heights when working on bridges, to poison ivy, insect bites and allergy irritants during summer months, and to loud and potentially dangerous machinery.
