PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation this class is accountable for directing the activities of the Office of Management Services.
SUPERVISION RECEIVED
Receives executive direction from the Commissioner or other administrative official of higher grade.
SUPERVISION EXERCISED
Directs staff of the office.
EXAMPLES OF DUTIES
- Directs staff and operations of the Office of Management Services;
- Coordinates, plans and manages office activities;
- Formulates program goals and objectives;
- Develops or assists in development of related policy;
- Interprets and administers pertinent laws;
- Evaluates staff;
- Prepares or assists in preparation of office budget;
- Maintains contacts with individuals within and outside of office who might impact on program activities;
- Develops and executes internal financial, operational, compliance and performance audits, studies, analyses and evaluations of departmental operations which include complex management studies of organizational structures and management and operating procedures;
- Evaluates operations and makes recommendations to improve control, accountability, services and efficiency;
- Analyzes financial transactions for program and/or contract compliance;
- Appraises and verifies accuracy and adequacy of records, systems and controls;
- Formulates long range plans to provide periodic examinations of all major departmental activities, programs and financial records;
- Coordinates responses to audits performed in department;
- Directs preparation of reports of studies, audits, findings and recommendations;
- Administers an agency wide security program;
- Coordinates and directs internal security investigations;
- Monitors, analyzes and reports on significant state and federal legislation which impacts upon department;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of experience in a large business or public service organization with primary responsibility for financial management or analysis.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in a managerial capacity.
NOTE: Managerial capacity is defined as formulating program goals and objectives, developing and implementing program procedures, initiating program policies, and developing and maintaining a budget.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in accounting, business administration or public administration may be substituted for one (1) additional year of the General Experience.
- Certification in any one of the following may be substituted for one (1) additional year of the General Experience: Certified Public Accountant, Certified Internal Auditor.
