PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation, Bureau of Public Transportation, this class is accountable for directing the State's public service rail or bus operations in the Offices of Rails or Transit Operations.
SUPERVISION RECEIVED
Receives administrative direction from the Transportation Chief of Public Transportation.
SUPERVISION EXERCISED
Directs technical and administrative staff of the offices.
EXAMPLES OF DUTIES
- Directs staff and operations of the Offices of Rails or Transit Operations;
- Coordinates, plans and manages office activities;
- Formulates program goals and objectives;
- Develops or assists in development of related policy;
- Interprets and administers pertinent laws;
- Evaluates staff;
- Prepares or assists in preparation of office budget;
- Maintains contacts with individuals within and outside of office who might impact on program activities;
- Advises and makes recommendations to Transportation Chief of Public Transportation on all executive and administrative matters of concern;
- Coordinates activities of Rail or Bus Operations staff to ensure statewide conformance with established operation policies and requirements;
- Reviews grant programs to assure full participation and effectiveness in achieving satisfactory levels of passenger and freight service and adequate operating standards;
- Directs work of a staff of administrative and technical personnel involved in administration and operation of subsidized rail or bus systems in state;
- Devises and implements programs to assure adequate levels of service;
- Formulates, recommends and directs implementation of policies, standards of performance and procedures necessary to achieve bureau objectives;
- Coordinates overall activity with government agencies, public and private groups and other component sections of department involved in various aspects of public service transportation activities;
- Oversees and reviews progress on improvement programs;
- Represents Chief in contact with outside groups;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of experience in a large organization with broad authority in recommending, formulating and implementing policy.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a major rail or bus transportation program at the supervisory level.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
