PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation this class is accountable for directing concessions revenue producing operations.

SUPERVISION RECEIVED

Receives administrative direction from an administrative official of higher grade.

SUPERVISION EXERCISED

Directs staff of operations.

EXAMPLES OF DUTIES

  • Directs staff of leasing or concessions revenue producing operations;
  • Coordinates, plans and manages all activities related to development and contractual enforcement of state owned and leased revenue producing facilities; 
  • Monitors lessee performance to assure compliance with all contractual provisions for services provided; 
  • Establishes monitoring and auditing procedures to assure accountability and proper rental payments to the State; 
  • Develops and negotiates comprehensive leases for building, properties and equipment involved in respective revenue operations to assure proper levels of public service;
  • Directs a program for inspection of leased facilities to ensure compliance with contractual obligations;
  • Investigates all public complaints and takes remedial action; 
  • Acts as liaison between department and lessees of service providers;
  • Develops requests for proposals and contractual agreements for operation of facilities including negotiation and agreement process with lessees; 
  • Coordinates work of other department divisions in improvement projects at concessions locations; 
  • Directs preparation of revenue reports, analyses and projections;
  • Directs development and administration of all budgets pertaining to concessions operations; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in real estate and/or business management in a large business or governmental organization having responsibility for real estate or leasing transactions. This experience must include responsibility for coordinating the development of new business interests and negotiating concession leases.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity responsible for negotiating and monitoring real estate or concessions agreements or contracts.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
