PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation
this class is accountable for directing all materials testing activities of the
Division of Materials Testing.
SUPERVISION RECEIVED
Receives administrative
direction from the Director of Research and Materials or an administrative
official of higher grade.
SUPERVISION EXERCISED
Directs staff of division.
EXAMPLES OF DUTIES
- Directs staff and operations of division;
- Coordinates, plans, and manages the Division activities;
- Formulates program goals and objectives, including the establishment of standards for chemical and physical testing;
- Develops related policy;
- Interprets and administers pertinent laws;
- Evaluates staff;
- Prepares division budget, including equipment and overtime requirements;
- Maintains contacts with individuals both within and outside of division who might impact division activities;
- Provides certification to the Federal Highway Administration that materials used in construction and maintenance of highways, bridges, and other structures comply with specifications and plans;
- Approves or recommends rejection of all materials;
- Provides assurance testing to confirm samples are obtained properly
- Reviews procedures and testing methods to determine applicability to all materials;
- Directs the investigation of materials failures;
- Serves as a member of the Department's specification committee;
- Advises and assists in the preparation and revision of standard specifications and review of special specifications;
- Represents the Department in national and regional organizations;
- Initiates research into new or improved materials;
- Directs development of new testing procedures and equipment;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- and ability to apply management principles and practices;
- relevant state and federal laws, statutes, regulations, and standards;
- methods of sampling and testing of construction and maintenance materials;
- composition and properties of standard construction and maintenance materials;
- principles and practices of civil engineering as applied to highway and other transportation construction methods and materials;
- Considerable
- interpersonal skills;
- oral and written communication skills.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of
professional experience in the planning and execution of complex transportation
engineering projects.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have
been in a supervisory capacity with responsibility for testing, analysis,
and/or inspection of transportation construction and maintenance materials.
NOTE:
- Supervisory capacity is
interpreted as scheduling, assigning and overseeing work, establishing
performance standards for employees and taking corrective measures to implement
those standards.
- For state employees this
experience is interpreted at the level of a Transportation Supervising Engineer
(Construction Engineering).
SPECIAL REQUIREMENTS
Incumbents must possess Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302.
