PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Division of Rights of Way this class is accountable for coordinating the operation of a Rights of Way section.

SUPERVISION RECEIVED

Receives administrative direction from the Transportation Rights of Way Director or an administrative official of higher grade.

SUPERVISION EXERCISED

Supervises the staff of a Rights of Way section.

EXAMPLES OF DUTIES

  • Supervises the staff and operations of a Rights of Way section; 
  • Coordinates and plans section activities; 
  • Assists in formulating program goals and objectives; 
  • Develops or assists in development of related policy; 
  • Interprets and administers pertinent laws; 
  • Evaluates staff; 
  • Prepares or assists in the preparation of the section budget; 
  • Maintains contacts with individuals both within and outside of the section who might impact program activities; 
  • Oversees the negotiations necessary for the purchase of land, buildings, easement rights and other improvements; 
  • Interviews and negotiates with property owners and attorneys to settle cases;
  • Supervises preparation of data and consults with the Attorney General's Office on matters dealing with condemnation, appeal deposit payments and resolution of legal questions; 
  • Oversees negotiations with Federal Highway Administration and public utility companies on cost participation and relocations; 
  • Reviews and interprets local zoning maps and regulations; 
  • Consults with relocation agencies and attorneys concerning families and businesses displaced by the construction of transportation facilities; 
  • Reviews examination of titles on all properties and rights required by the state, preparation of instruments of conveyance and condemnation and real estate closings for conformance with state or federal standards; 
  • Supervises deposit of funds and adjustment of local taxes and interest; 
  • Supervises preparation of maps of highway abandonment and proper notification to municipal officials; 
  • Confers with officials and property owners on disputed title and boundary matters; 
  • Supervises appraisers and reviews/analyzes appraisal reports; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of relevant state and federal laws, statutes and regulations; 
  • Knowledge of
    • the methods and practices of land acquisition by purchase or condemnation; 
    • title examining and recording; 
    • real estate appraisal; 
    • federal regulations pertaining to relocation of families or businesses displaced by the construction of transportation facilities; 
    • state laws pertaining to eminent domain and other Connecticut laws pertaining to land acquisition; 
    • highway and airport construction; 
  • Considerable
    • interpersonal skills; 
    • oral and written communications skills; 
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of professional experience in real property control and management with involvement in acquisition and disposal and either appraisal or assessment.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of supervisory experience in appraisal, acquisition, or sale of real property, title examining and conveyance, or in large scale property management.

NOTE: For state employees supervisory experience is interpreted at the level of a Supervising Property Agent.
