PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Bureau of Engineering and Construction this class is accountable for directing the Division of Rights of Way.

SUPERVISION RECEIVED

Receives administrative direction from the Transportation Engineering Administrator or other administrative official of higher grade.

SUPERVISION EXERCISED

Directs staff of division.

EXAMPLES OF DUTIES

  • Directs staff and operations of the Division of Rights of Way;
  • Coordinates, plans and manages division activities in appraisal, acquisition, lease and sale of real property for all modes of transportation, i.e. highways, rails, airports; 
  • Formulates program goals and objectives; 
  • Participates in development of related policy; 
  • Interprets and executes pertinent laws;
  • Evaluates staff and directs staff training;
  • Assists in preparation of division budget; 
  • Maintains contacts with individuals within and outside of division who impact on program activities; 
  • Assists in drafting and review of legislative bills;
  • Manages outdoor advertisement permit system; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • May provide testimony on land valuation or damage matters in court or other hearings;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply management principles and practices;
    • relevant state and federal laws, statutes and regulations governing land acquisition; 
    • social and political implications concerning land acquisition activities;
  • Knowledge of
    • methods and practices of large scale land acquisition by purchase or condemnation; 
    • principles and practices of real estate appraisal; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eleven (11) years of professional experience in real property control and management with involvement in acquisition and disposal and either appraisal or assessment.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been in a supervisory capacity with responsibility for appraisal, acquisition or sale of real property, title examining and conveyance or in large scale property management.
NOTE:
  • For state employees this experience is interpreted at the level of a Supervising Property Agent.
