PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for supervising professional training staff engaged in implementing an entire training program.
GUIDELINES FOR JOB CLASS USE
This class may be used in one of the following ways:
- To supervise the implementation of a series of courses in a particular occupational area.
- To supervise the implementation of a comprehensive training program covering a variety of training topics.
Such training may be provided to internal agency staff or to external individuals or groups requiring such training, i.e., coordinating a comprehensive in-service training program for internal staff, coordinating emergency preparedness training for municipal first responders.
This class is distinguished from the Training Program Coordinator by the requirement to supervise internal professional staff.
SUPERVISION RECEIVED
Receives general direction from an administrative official of higher grade.
SUPERVISION EXERCISED
Supervises Trainers and/or other professional training staff; may supervise clerical support staff; may coordinate the activities of adjunct instructors, contract providers, volunteers or interns.
EXAMPLES OF DUTIES
- Schedules, assigns, oversees and reviews the work of staff;
- Provides staff training and assistance;
- Conducts performance evaluations;
- Determines priorities and plans training unit work;
- Establishes and maintains unit procedures;
- Develops or makes recommendations on development of policies and standards;
- Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
- Assists in preparation of training budget;
- Researches and develops new training programs as needed;
- Prepares reports and correspondence;
- Speaks before professional and lay groups regarding training and staff development;
- Collaborates with agency and outside officials regarding training needs and to promote a continuous learning environment;
- May supervise a certification program including creation and validation of exams;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of experience in staff development, training or adult education.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have involved primary responsibility for the planning, developing, coordinating or implementing of a training or staff development program.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
SPECIAL REQUIREMENTS
- Incumbents in this class may be required to possess specialized certifications for designated positions prior to appointment.
- Incumbents in this class may be required to travel.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
