PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Connecticut State Colleges and Universities System and the Department of Mental Health and Addiction Services, this class is accountable for supervising security and law enforcement operations.

SUPERVISION RECEIVED

Receives general direction from the Director of the Public Safety Division or other employee of higher grade.

SUPERVISION EXERCISED

Supervises Police Lieutenants, Police Master Sergeants, Police Sergeants, Detectives, Police Officers and other lower level employees as assigned.

EXAMPLES OF DUTIES

  • Plans, develops and administers security and enforcement activities; 
  • Promulgates directives and standard operating procedures; 
  • Assists in determination and development of departmental policy; 
  • Plans long range staffing, operating supplies and capital equipment needs; 
  • Supervises, reviews and evaluates staff performance and reports and takes corrective action of unsatisfactory performance; 
  • Coordinates departmental training; 
  • Accountable for purchase and inventory of police equipment and maintenance of pertinent records; 
  • Supervises inventory and security of evidence; 
  • Supervises confidential and/or criminal investigations of violations of state laws and/or agency regulations; 
  • Works with local, state and federal law enforcement agencies as needed; 
  • Assumes any other duties necessary to protect life and property; 
  • Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience as a Police Officer in an organized police department or within state service.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been at the level of a Police Lieutenant or its equivalent.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

A Bachelor's degree may be substituted for one (1) year of the General Experience.

SPECIAL REQUIREMENTS

  • Candidates for this class are subject to selection standards pursuant to Section 7-294-a-e of the Connecticut General Statutes and the regulations of the Connecticut Police Officer Standards and Training Council.
  • Incumbents in this class must possess and maintain authority from the Commissioner of Emergency Services and Public Protection to "arrest and present before a competent authority any person for any offense committed within his precinct.” (Connecticut General Statutes 29-18 and/or 10a-142)
  • Incumbents must possess and maintain certification as a law enforcement officer in the State of Connecticut pursuant to Section 7-294-a-e of the Connecticut General Statutes and the regulations promulgated by the Connecticut Police Officer Standards and Training Council. Loss of certification will result in removal from the class.
  • Incumbents in this class may be required to maintain certifications pursuant to the regulations of the Connecticut Police Officer Standards and Training Council and/or agency requirements.
  • Incumbents in this class must possess and maintain a valid Motor Vehicle Operator’s license.
  • Incumbents in this class may be required to obtain and retain Emergency Medical Technician (EMT) certification.
  • Incumbents in this class must be eligible and qualified to bear arms.
  • Incumbents in this class may be required to travel.

CHARACTER REQUIREMENTS

In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.

PHYSICAL REQUIREMENTS

  • Incumbents in this class must have general good health, be free from any disease or injury which would impair health or usefulness and possess and retain sufficient physical strength, stamina, agility, endurance and visual and auditory acuity required, to perform the duties of the class.
  • Applicants may be required to pass a physical examination.

In accordance with applicable collective bargaining agreement's compensation guidelines.
