PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Aging and Disability Services this class is accountable for supervising Field Representatives – Services for the Blind engaged in overseeing legally blind clients who are operating small businesses or vending facilities.
SUPERVISION RECEIVED
Receives general direction from a Business Enterprises Program Manager or other employee of higher grade.
SUPERVISION EXERCISED
Supervises Field Representatives – Services for the Blind and other staff as assigned.
EXAMPLES OF DUTIES
- Schedules, assigns, oversees and reviews the work of staff;
- Provides staff training and assistance;
- Conducts performance evaluations;
- Determines priorities and plans unit work;
- Establishes and maintains unit procedures;
- Acts as liaison with operating units, agencies, and outside officials regarding unit policies and procedures;
- Make recommendations on policies or standards;
- Prepares reports and correspondence;
- Supervises the planning, development and promotion of business opportunities for legally blind individuals relating to the operation of vending facilities which can include candy/cigarette stores, gift shops, snack bars, food service facilities, etc.;
- Assists in the selection of facilities operators;
- Surveys sites for suitable new location of vending facilities;
- Secures services of architects and/or engineers for assistance in renovations of operational locations as well as for recommendation on equipment selection and usage;
- Monitors program budget to ensure adequate funds for continued program operations;
- Authorizes program expenditures;
- Follows request for proposals process and negotiates vending machine contracts;
- Provides assistance and advice to field staff regarding regulations, policies, procedures and personnel matters;
- Coordinates enrollment process to provide health insurance benefits for clients;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- small business operation including purchasing, bidding, contract preparation/review and bookkeeping;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of experience in retail sales and/or restaurant operations.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Three (3) years of the General Experience must have been in the operation of all aspects of a small business.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in business administration, restaurant management, or other related area may be substituted for one (1) additional year of the General Experience.
- One (1) year as a Field Representative - Services for the Blind may be substituted for the General and Special Experience.
SPECIAL REQUIREMENTS
- Incumbents in this class will be required to travel.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
- Incumbents in this class may be required to work an unscheduled work week.
