PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Office of the
State Comptroller this class is accountable for managing the implementation and
maintenance of the statewide payroll system.
SUPERVISION RECEIVED
Receives general
direction from an administrative official of higher grade.
SUPERVISION EXERCISED
May lead/manage professional and clerical staff as assigned.
EXAMPLES OF DUTIES
- Manages the operations
and administration of the statewide payroll;
- Coordinates, plans and
manages payroll systems activities;
- Formulates systems goals
and objectives;
- Develops or assists in
development of related policy;
- Interprets and
administers pertinent law;
- Maintains contacts with
individuals both within and outside of agency who might impact payroll
activities;
- Provides expertise to
information technology staff as enhancements to the system are made;
- Recommends system
requirement changes to increase efficiency, resolve systemic errors or to
ensure compliance with state and federal regulations and collective bargaining
agreements;
- Develops and maintains
statewide payroll procedures to ensure system operability, efficiency and
integrity;
- Analyzes statewide
payroll data to resolve discrepancies and errors;
- Configures and maintains
payroll system tables;
- Responds to inquiries
and ensures resolution of issues and inaccuracies with specific employee
records or with system-wide problems;
- Participates in the
recruitment and hiring of staff, including outreach, interview and selection;
- May speak before
professional and lay groups;
- Performs related duties
as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge
of
- relevant
state and federal laws, statutes and regulations;
- payroll principles and
practices;
- Knowledge of and ability
to apply management principles and practices;
- Considerable
- interpersonal skills;
- oral and written
communication skills.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of
experience in the processing of a large, complex payroll.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the
General Experience must have been at the level of a Payroll Officer 2 or
Payroll System Supervisor.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be
substituted for the General Experience on the basis of fifteen (15) semester
hours equaling one-half (1/2) year of experience to a maximum of four (4) years
for a Bachelor's degree.
