PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Labor this class is accountable for investigating complaints concerning non-payment of wages, fringe benefits, prevailing rates, minimum wage and overtime violations.
SUPERVISION RECEIVED
Works under the limited supervision of the Field Supervisor of Wage Regulation or other employee of higher grade.
SUPERVISION EXERCISED
May lead lower level employees as assigned.
EXAMPLES OF DUTIES
- Receives complaints brought by employees against employers regarding non-payment of wages, irregular wages or deductions, non-payment of fringe benefits, severance and/or vacation and/or sick pay;
- Determines validity of such complaints by correspondence or personal visits to parties concerned;
- Holds formal and informal hearings in manner provided by law in order to effect equitable adjustments of claims;
- Administers oaths to witnesses in disputed cases;
- Presents cases before Small Claims Court;
- Questions and cross examines witnesses;
- Receives remittances from employers and turns them over to complainants;
- Prepares cases for obtaining warrants from evidence secured in investigations;
- Assists prosecutor in presenting case;
- Testifies in court;
- Keeps case records and conducts correspondence pertaining to work;
- Makes recommendations for adjustments when discrepancies are found;
- Monitors prevailing rates in trades throughout state;
- Documents findings;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- relevant local, state and federal laws and regulations;
- payroll methods;
- Knowledge of Connecticut industries and trades including construction field and duties of occupations involved;
- Skills

- oral and written communication skills;
- Considerable investigative ability;
- Ability to analyze wage claim disputes and apply relevant provisions of local, state and federal labor laws to reach equitable adjustments.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of experience in the enforcement of labor laws and regulations involving rates of pay, hours of work, conditions of employment and regulation of wages.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in business or public administration, finance or related fields may be substituted for one (1) additional year of the General Experience.
- For state employees one (1) year of experience as a Wage and Hour Investigator 2 may be substituted for the General Experience.
SPECIAL REQUIREMENTS
Incumbents in this class may be required to travel.
