PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Mental Health and Addiction Services, Connecticut Valley Hospital this class is accountable for supervising a multi-treatment operation consisting of a Class III Water Treatment Plant and a Class I Water Transmission and Distribution System with a design flow rate of at least .70 million gallons per day.
SUPERVISION RECEIVED
Receives general direction from a Plant Facilities Engineer 2 (Managerial) or other employee of higher grade.
SUPERVISION EXERCISED
Supervises a Water Systems Assistant Superintendent, Water System Operators, Maintainers and other employees assigned to the plant.
EXAMPLES OF DUTIES
- Schedules, assigns, oversees and reviews work of staff;
- Provides staff training and assistance;
- Conducts performance evaluations;
- Determines priorities and plans plant work;
- Establishes and maintains plant procedures;
- Develops or makes recommendations on development of policies and standards;
- Acts as liaison with other operating units, agencies and outside officials regarding plant policies and procedures;
- Prepares reports and correspondence;
- Supervises all standing operations of water treatment plant, water supply structures and water distribution system;
- Directs maintenance of water treatment plant, water distribution system and reservoir intake structures;
- Schedules, supervises and responsible for all chemical treatment tests performed in relation to assigned activities;
- Oversees watershed and reservoirs;
- Directs facility Cross Connection Control program;
- Keeps detailed records of plant operations;
- Responsible for safety and security at plant sites;
- Reviews plans for water utility system expansions or repairs;
- Inspects utility system expansions or repairs;
- Inspects utility maps and updates drawings;
- Initiates purchases of commodities, tools, and equipment for water treatment operations;
- Prepares water utility budgets;
- Advises planning and engineering section of water utility requirements related to new facilities;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Five (5) years of work experience in the operation and maintenance of a Class III Water Treatment Plant and possession of a Class III Water Treatment Plant Operator license in accordance with the regulations of the Department of Public Health and possession of a Class I Water Distribution System Operator license in accordance with the regulations of the Department of Public Health.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have included performing chemical and biochemical analyses of water.
NOTE: For state employees this experience is interpreted at the level of a Water Systems Operator.
SPECIAL REQUIREMENTS
- Incumbents in this class are required to possess and retain the State of Connecticut, Class III Water Treatment Plant Operator license.
- Incumbents in this class are required to posses and retain the State of Connecticut, Class I Water Distribution System Operator license.
- Incumbents in this class are required by the appointing authority to possess and retain all appropriate current licenses, permits and/or certificates.
- Incumbents in this class may be required to possess and retain specific education and/or experience to meet various certification requirements.
PHYSICAL REQUIREMENTS
- Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
- A physical examination may be required.
WORKING CONDITIONS
Incumbents in this class may have some exposure to extreme weather conditions, loud and potentially dangerous machinery, working with chemicals and exposure to toxic fumes and may be required to lift moderate to heavy weights and work in uncomfortable positions.
