PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Workers’ Compensation Commission this class is accountable for independently performing a full range of tasks in providing workers’ education programs concerning elimination of workplace hazards and rights and duties under the Workers’ Compensation law.

SUPERVISION RECEIVED

Works under the general supervision of an employee of higher grade.

EXAMPLES OF DUTIES

  • Assists in planning, implementing, evaluating and promoting workers education programs to educate workers and employers concerning rights and duties under the law and creation of safety measures to reduce or eliminate occupational injuries and disease;
  • Teaches job health and safety programs or workers compensation program;
  • Provides education programs to train workers compensation representatives of local union and coordinates other resource people to do the same;
  • Assists in providing consultative and technical assistance to unions, employers and insurance industry in development of worker safety educational programs and rights and duties under the law;
  • Develops course curricula;
  • Prepares and edits reports, informational brochures, pamphlets and documents explaining workplace safety and rights under law;
  • Communicates with other governmental agencies involved with occupational health and assists with development of interagency programs;
  • Communicates with unions, employers, insurance industry and other groups in private sector interested in worker safety;
  • Works with audio-visual personnel in selection and utilization of educational materials and techniques of communication for presentation to union, management and other interested groups;
  • Identifies needs through evaluation of workers who claim job related illness or injury, assists with creating an information clearing center and serves as liaison for all aspects of program;
  • Meets with unions, management and community groups to encourage and assist in organizing activities regarding the law and worker health and safety;
  • May contact media to disseminate information about educational programs;
  • Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of workers compensation and occupational safety and health experience conducting worker, union or management education programs with some responsibility for design and development of the program.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
