PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for managing the Workers Compensation program and initiating, coordinating and monitoring related occupational safety and health programs.

SUPERVISION RECEIVED

Receives administrative direction from an administrative official of higher grade.

SUPERVISION EXERCISED

May manage staff as assigned.

EXAMPLES OF DUTIES

  • Manages, coordinates and monitors agency Workers Compensation, loss control, health, safety, accident prevention and disaster planning programs;
  • Refines methods of recording Workers Compensation injury information;
  • Reviews records, reports and claims to identify health, safety and accident control problem areas and recommends safety measures to eliminate or reduce incidence of occupational injuries; 
  • Develops policies and practices for risk control; 
  • Coordinates and may conduct training on proper workers compensation and safety procedures; 
  • Participates in agency Safety Committee;
  • Prepares various reports, bulletins and informational materials on safety and accident prevention for general distribution;
  • Prepares reports on safety activities and effectiveness of departmental loss control program for management; 
  • Maintains contacts with individuals within and outside of agency who might impact on Workers Compensation, health and safety issues; 
  • Ensures compliance with NFPA, OSHA, JCAHA, VA and/or other safety, health and sanitary codes and environmental regulations;
  • Obtains and reviews medical records connected with Workers Compensation cases; 
  • Reviews and participates in fire prevention inspections and investigations of buildings and property; 
  • Participates in the recruitment and hiring of staff, including outreach, interview and selection;
  • May interview claimants and investigate claims; 
  • May review cases for possible light duty assignments; 
  • May conduct facility audits of Workers Compensation cases; 
  • May represent agency at Workers Compensation hearings; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of workings of Workers Compensation system and its laws; 
  • Knowledge of principles of safety, health and environmental codes, practices and methods of loss control; 
  • Considerable

  • Ability to
    • plan, develop, implement and evaluate employee safety, health and loss control programs; 
    • analyze and evaluate accidents and their causes and recommend effective control measures.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in risk management, loss control or occupational safety and health.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at the working level in Workers Compensation or occupational safety and health.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in occupational safety, risk management or a closely related field may be substituted for one (1) additional year of the General Experience.
