PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Office of Policy and Management, Intergovernmental Policy Division or Office of Finance this class is accountable for directing a staff engaged in a variety of fiscal and administrative functions, with major emphasis on municipal budget, accounting, auditing and financial management. This class is also accountable for directing the activities of distressed municipalities.
SUPERVISION RECEIVED
Receives administrative direction from the Undersecretary, Intergovernmental Policy Division or other administrative official of higher grade.
SUPERVISION EXERCISED
Directs staff of unit.
EXAMPLES OF DUTIES
- Directs staff and operations of unit;
- Coordinates, plans and manages unit activities;
- Formulates program goals and objectives;
- Develops or assists in development of related policy;
- Interprets and administers pertinent laws;
- Evaluates staff;
- Prepares or assists in preparation of unit budget;
- Maintains contacts with individuals within and outside of unit who may impact program activities;
- Manages work and activities of consultants that may be engaged to assist in unit work;
- Directs training and evaluation of assigned personnel;
- Supervises development of procedures and forms used in unit activities;
- Directs monitoring and analysis of municipal financial audits, budgets, official statements and other reports;
- Identifies, monitors and prepares reports on municipalities in fiscal distress;
- Implements Municipal Auditing Act;
- Implements State Single Audit Act including preparation and updating of Compliance Manual;
- Works with accountants, auditors, municipalities and state agencies to develop standards for compliance with State Single Audit act;
- Directs and provides staff support to municipal financial review boards, receivership and Municipal Finance Advisory Commission;
- Manages budgets of municipal review boards and receivership;
- Assists in analyzing impact of proposed regulations and legislation on unit programs and functions;
- Recommends and drafts legislation where appropriate;
- Acts as official spokesperson to rating agencies, press and other state agencies on unit matters;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of professional experience in a combination of fiscal and/or administrative functions.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been at the full supervisory level over professional staff in accounting, auditing, budget management or grants management for a state, county or municipal government.
NOTE: For state employees this experience is interpreted at the level of a Fiscal/Administrative Supervisor, Supervising Accountant or Supervising Accounts Examiner.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in business or public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
