The State of Connecticut, Department of Emergency Services and Public Protection (DESPP) is recruiting for a Grants and Contracts Specialist to join our team durationally located in Middletown, CT.

Position Highlights: 

The Grants and Contracts Specialist will administer American Rescue Plan Awards (ARPA). This opportunity is durational and has an end date of December 31, 2024. 

DESPP was awarded approximately $17 million through the American Rescue Plan funding to be deployed across multiple divisions and local municipalities, supporting a variety of DESPP initiatives that touch the core values of protecting the public. 

The Grants and Contracts Specialist will be responsible for the programmatic administering, deploying, operationalizing and reconciling of grants to ensure all regulations, guidelines and compliance standards are satisfied. In this position, you will work within a fast-paced environment that requires independent work as well as collaboration with a team, when needed, to navigate and prioritize complex work tasks. 

The ideal candidate will have familiarity with the American Rescue Plan and will be required to read, review or prepare project scopes of work, subrecipient awards, contracts, reports, communication materials, data and analysis documentation to support the successful deployment of the Grants program. 

This position is 40 hours per week on first shift, working Monday through Friday from 8:00am - 4:30pm. This position is located at 1111 Country Club Road, Middletown, CT.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency makes or conducts a special inquiry, investigation, examination or installation pursuant to Section 5-198(n) of the Connecticut General Statutes.

EXAMPLES OF DUTIES

  • Review and process sub recipient award applications; 
  • Review and approve reimbursement requests; 
  • Coordinate grant meetings with programmatic individuals; 
  • Create and track excel workbooks for grant awards; 
  • Submit progress reports; 
  • Provide logistics and administrative support to program activities, and other sub-grantees (e.g. prepare materials, develop application packages and book venues for training and workshops); 
  • Evaluate programmatic management plans and procedures to ensure that it adheres to the internal guidelines, risk controls and specifications of said grant. 

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of grant preparation and administration; considerable knowledge of program evaluation and monitoring functions; knowledge of research methods and techniques; some knowledge of budget preparation and monitoring; considerable interpersonal skills; considerable oral and written communication skills; ability to utilize computer software; some supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in planning, implementation and/or management of grant programs on a community, state or federal level.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

The preferred candidate will possess:
  • Experience reviewing grant applications, preparing sub recipient grant awards, writing contracts and reviewing applications; 
  • Experience implementing state, municipal or federal government contracts or agreements; 
  • Experience working in Law Enforcement, Public Safety, Fire, Scientific Services and/or municipalities; 
  • Experience reviewing and cataloging business documentation, for example finance policies, business incumbencies, business bylaws, etc.; 
  • Experience administering American Rescue Plan Act; 
  • Experience completing grant administration to include planning, developing risk controls, developing applications, monitoring, budget preparation and reconciling; 
  • Experience reading and interpreting federal and state statutes and legislation; 
  • Experience utilizing financial information software systems and the different modules within; 
  • Experience with Microsoft Excel creating complex spreadsheets using formulas, pivot tables, and VLOOKUP; 
  • Experience working independently and as a team.
