We are seeking a motivated financial services professional for a new Student Loan Ombudsperson position in Hartford, CT.  The selected candidate shall have experience in a field concerning student loans with a bachelor’s degree preferred.  The person in this role will provide assistance to the public, attempt to resolve complaints, create educational materials, make policy recommendations, and perform other duties related to student loans.

YOUR ROLE

As Connecticut's first Student Loan Ombudsperson, the selected candidate will be tasked with facilitating a wide variety of initiatives, programs, and special projects related to student loans while serving in this unique role.

The required duties for this position may include, but are not limited to the following:

  • Providing assistance to student loan borrowers;
  • Attempting to resolve complaints from student loan borrowers in collaboration with institutions of higher education and student loan servicers;
  • Compiling and analyzing data on student loan borrower complaints;
  • Analyzing and monitoring the development and implementation of federal and state laws and regulations relating to student loans;
  • Researching emerging issues related to student loans;
  • Making policy recommendations related to student loans;
  • Providing information to the public and other stakeholders related to student loans;
  • Creating and compiling educational materials related to student loans;
  • Preparing reports and presentations related to student loans for the public and other stakeholders;
  • Monitoring and evaluating the Department’s student loan-related programs and initiatives; and
  • Performing all other assigned duties and responsibilities.

POSITION HIGHLIGHTS

    • Full-time (40 hours per week)

    • Location:  Hartford, CT
    • Hybrid work environment (combination of on-site and remote work)
    • Appointed officials attend evening and weekend meetings as required and represent the State of Connecticut and the employing agency whenever needed.

    The Connecticut Department of Banking  is the primary state regulator for state-chartered banks and credit unions, securities, and consumer credit.  Its mission is to protect users of financial services from unlawful or improper practices by ensuring regulated entities and individuals adhere to state banking, consumer credit and securities laws. The Department accomplishes this through regular, thorough, and cost-effective examinations of the entities it supervises.  The Department also engages the public and other stakeholders through a variety of media platforms, educational outreach initiatives, and press communications.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Department of Banking (DOB) this class is accountable for directing an office responsible for exercising independent oversight over student loan matters and advocacy for the rights of borrowers.

    EXAMPLES OF DUTIES

    • Reviews and attempts to resolve student loan borrower complaints;
    • Assists student loan borrowers in understanding their rights and responsibilities;
    • Compiles and analyzes student loan borrower complaint data;
    • Provides information to various stakeholders about borrowers’ concerns;
    • Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    • Considerable knowledge of
      • and ability to apply management principles and practices; 
      • and ability to interpret and apply relevant state and federal laws, statutes and regulations; 
      • services and supports related to student loan matters;

    PREFERRED QUALIFICATIONS

    • Experience working with student loan borrowers regarding questions about their student loans
    • Experience with student loan programs including related laws, regulations, and policies
    • Experience developing financial education materials
    • Experience developing, managing, and evaluating student loan programs
    • Experience writing reports and making presentations

    SPECIAL REQUIREMENTS

    The Ombudsperson shall have expertise and experience in a student loan-related field.
