The State of Connecticut, Department of Developmental Services (DDS) – Central Office – is currently accepting applications for one (1) full-time 1st shift Developmental Services Program Manager positions in the Medicaid Waiver Unit located in Hartford, CT.
The individual selected for this position will work in the Medicaid Waiver, Medicaid Operations Unit. They will focus on, manage and supervise the operations unit which completes all day-to-day Medicaid Waiver assignments, specifically waiver enrollment and discharges.

In your role as a Developmental Services Program Manager, you will have the opportunity to:
- Direct staff and operations of a unit;
- Coordinate, plan and manage unit activities;
- Formulate program goals and objectives;
- Develop or assist in development of related policy;
- Interpret and administer pertinent laws;
- Evaluate staff;
- Manage service provision in an area within a region or oversee service provision statewide for a program area;

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Developmental Services, at a Regional Office or in the Central Office this class is accountable for directing a program which provides services to individuals with an intellectual disability and related conditions and their families.
EXAMPLES OF DUTIES
- Directs staff and operations of a unit;
- Coordinates, plans and manages unit activities;
- Formulates program goals and objectives;

- Manages service provision in an area within a region or oversees service provision statewide for a program area;

- Oversees accounts and funding related to family support programs;
- Analyzes cost data;
- Participates in selection of providers including negotiation and monitoring of contracts;
- Makes recommendations for service enhancements;
- Organizes and/or manages task forces and community agencies and councils as well as ad hoc work groups;
- Manages and/or coordinates development of reports and recommendations;
- Keeps department managers informed of program activities;
- Assists in identification and determination of priorities;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- May mediate disputes between providers and families;
- May manage implementation of demonstration of ongoing products;
- May collaborate with other state agencies and private sector;
- May develop, coordinate and supervise leisure time activities in partnership with community organizations;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of experience in the provision of human services programs.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a supervisory capacity.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in education, psychology, rehabilitative therapy, social work or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
- A Master’s degree in education, psychology, rehabilitation therapy, social work or a closely related field may be substituted for one (1) additional year of the General Experience.
- For state employees four (4) years of experience as a Developmental Services Residential Program Supervisor 1 may be substituted for the General and Special Experience.
PREFERRED QUALIFICATIONS
- Experience in and knowledge of Medicaid enrollment and DDS Medicaid waiver processing
- Experience in and familiarity with working in the Medicaid Medicare information System (MMIS)
- Experience working regularly with sister state agencies to review policy, guidelines and requirements
