The Southwest Connecticut Mental Health System is a person centered/recovery oriented, culturally sensitive integrated system of care. Bridgeport Clinical Services (CS) are designed for individuals who have a range of clinical needs but tend to require case management and community-based skills building. Consumers served by Clinical Services work with a licensed clinician who assists them to develop and implement a person-centered, coordinated recovery plan. These clinicians also provide a full range of individual, group and family therapies.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for providing supervision and direction of a clinical unit.
EXAMPLES OF DUTIES
This position requires competence providing administrative and clinical supervision, hiring, monitoring, support, scheduling, evaluation, orientation, and education/training. This includes:
- Provides clinical treatment services including crisis interventions, individual and group therapy.
- Facilitate daily Team morning meetings and rotate attendance at weekly Treatment Team meetings.
- Contribute to Risk Management meetings and provide clinical directives to staff on the development of Risk Assessments and mitigation plans.
- May directly participate in crisis intervention when indicated.
- Ensure all treatment documentation is completed accurately and on time.
- Conduct Medical Record (HIM) chart audits and provide feedback to teams in order to obtain corrections.
- Provide weekly individual supervision to Team coordinators and other assigned staff.
- Utilize the agency electronic medical record databases, Microsoft Office software and proprietary software, to adequately monitor individual client progress and staff completion of duties.
- Participate in utilization Management reviews.
- Attend and participate in scheduled contract agency meetings and serve as a clinical liaison to contract agencies as needed.
- Provide education and training to community contract agency staff as requested.
- Provide clinical consultation to clinical teams and community-based Private Not for Profit providers.
- Facilitates Treatment Planning meetings and case coordination meetings with outside providers.
- Attend agency and DMHAS statewide case conferences.
- Review performance and evaluate staff direct service markers.
- Oversee staff documentation completion, confirms documentation is accurate, in compliance with agency regulatory standards and meet reimbursement requirements.
- Monitor billing and ensures clinician coding is completed accurately.
- May provide oversight, and/or direct clinical liaison interface to local hospitals, and other private or state facilities.
- Assures that services and staff operate within DMHAS, and SWCMHS policies and procedures and that service provision meet Joint Commission/CMS/DPH standards
- Promotes cultural and gender diversity, equity and inclusion in the workplace, sensitivity to client's needs, and assures clients rights.
- Attend all assigned and required meetings.
- Promotes collaborative relationships with City and State Police and provides feedback specific to the needs of DMHAS clients.
- Participates in performance improvement activities.
- Oversees units’ Clinical Program Development that includes evaluating the treatment and recovery needs of the clients served and ensures that the individual and group interventions provided meet client recovery and clinical needs.
- Plays a leadership role within the agency by participating in assigned Site-Wide and Agency-Wide committees.
- Complies with ethical standards and DMHAS work rules.
- Maintains client and program safety.
- Utilizes an electronic health record, computer technology and data to perform job functions and inform management and supervisory practices.
- Performs safe work practices.
- Observes all confidentiality and client’s rights regulations.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of professional health care experience in a psychiatric setting.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been at a lead level responsible for coordinating the work of a unit or team of professionals in a psychiatric setting.
NOTE: For state employees this experience is interpreted at the level of a Clinical Social Worker Associate for social work discipline, Head Nurse for the nursing discipline, an Associate Professional Counselor and an Associate Marriage and Family Therapist.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's Degree in a health care field related to one of the disciplines in the Special Experience may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Ability to transport clients.
SPECIAL REQUIREMENTS
- Incumbents in this class must possess and retain a current license as a Clinical Social Worker, a licensed Marital and Family Therapist, a licensed Professional Counselor, or as a Registered Professional Nurse in the State of Connecticut. The license required for direct supervision of clinical oversight will be dictated by the functions of the assigned unit or program.
- Incumbents in this class may be required to possess certification as a clinical supervisor by the Connecticut Certification Board.
- Incumbents in this class may be required to be bilingual or fluent in American Sign Language.
- Incumbents in this class may be required to travel.
WORKING CONDITIONS
Incumbents in this class may be required to lift and restrain clients, may have significant exposure to communicable and/or infectious diseases and risk of injury and may be exposed to strongly disagreeable conditions.
