POSITION HIGHLIGHTS:
  • This position is full-time, 40 hours per week, and is in the P-4 (Engineering and Scientific) bargaining unit. This position will report to a Transportation Supervising Planner or employee of a higher level. 
  • This position might required incumbents to travel.
  • This position might required incumbents to work overtime.

ABOUT THE ROLE:
  • This position will aid in managing the National Highway Traffic Safety Administration (NHTSA) Traffic Records program, be responsible for the development of the Triennial Highway Safety Plan, Annual Grant Application (AGA) and the Highway Safety Annual Report which ensures compliance with Department policies, National Highway Traffic Safety Administration guidelines, and relevant federal laws and regulations. This position will also closely work with the Traffic Safety Engineering team to develop the annual State Safety Performance Measures. 
  • This position will address internal and external traffic safety data queries for the Department and is expected to develop easy to understand data visualizations. This position works closely with the Connecticut Safety Research Center to query and analyze traffic safety data utilizing the Crash Data Repository, the crash data dashboard, NHTSAs data query tools and other available resources. Some knowledge of Model Minimum Uniform Crash Criteria will be expected.
  • This position works closely with and provides guidance to the law enforcement agencies through strong communication and will be responsible for the review, evaluation and monitoring of the Traffic Records grants; as well as review and processing of invoices.  This position involves processing the extension of personal service agreements for consultants, memorandum of understandings with other state agencies and universities, quarterly reports to federal agencies, as well as the RFP process for renewal of personal service agreements.  This position may aid in training and supervising of Connecticut Career Trainees, Transportation Planning Assistant 2 and Transportation Planner 1 level employees.

Duties and responsibilities also include:
  • Analyze crash data to implement effective projects to reduce fatalities and injuries on Connecticut roadways
  • Aid in development of the federally mandated Triennial Highway Safety Plan 
  • Aid in development of the federally mandated Annual Grant Application
  • Aid in development of the federally mandated Highway Safety Annual Report
  • Aid in the development of the federally mandated annual State Safety Performance Measures
  • Address internal and external traffic safety data queries
  • Review and approve grant applications for various projects 
  • Review and process reimbursement claims 
  • Review and process claims from state agencies for various related projects 
  • Perform project monitoring review activities and prepare related documentation 
  • Participate in various in-person or virtual conferences, webinars, and meetings 
  • Prepare quarterly reports

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation and the Connecticut Airport Authority this class is accountable for acting as a working lead and/or for performing the most complex tasks in transportation planning studies, programs and related activities.

EXAMPLES OF DUTIES

WORKING LEAD LEVEL: 
  • As assigned by a supervisor, distributes, prioritizes, oversees and reviews office unit work; 
  • Provides staff training and assistance; 
  • Conducts or assists in conducting performance evaluations; 
  • Acts as liaison with operating units, agencies, consultant staffs and other outside officials regarding unit office policies and standards; 
  • Prepares correspondence; 
  • Performs related duties as required.
ADVANCED LEVEL: 
  • Performs complex tasks and assignments in developing, coordinating and reviewing transportation planning programs; 
  • Recommends, coordinates or participates in transportation demonstration projects; 
  • Participates in preparation and negotiation of agreements and contracts; 
  • Oversees and participates in corridor studies; 
  • Prepares and reviews reports, studies and surveys in compliance with department standards and needs and state and federal laws and regulations; 
  • Coordinates activities or projects with local, regional, state and federal agencies, consultants and stakeholders as required; 
  • Reviews consultants’ work; 
  • Investigates and responds to public inquiries and complaints regarding transportation plans, programs and/or projects; 
  • May make presentations at legislative or public hearings; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of multi-modal transportation planning theory, practices and methodologies; 
  • Knowledge of environmental considerations involved in transportation planning;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must include individual responsibility for the coordination of complex planning projects in a relevant planning area.

NOTE: For state employees this experience is interpreted at the level of a Transportation Planner 1 or Transportation Engineer 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • A Bachelor’s or Master’s degree in Data Analytics, Geographic Information Systems (GIS), Communications, Urban or Regional Planning, Political Science, Public Administration, Psychology, Sociology, Criminology or similar degree.
  • Experience with NHTSA’s Highway Safety Grants Programs, in particular the Traffic Records Program,
  • Experience with crash data collection methodologies,
  • Experience with data analysis, interpretation, visualization and communication,
  • Experience developing documents per federal regulations,
  • Experience with Highway Safety Legislation, review and analysis,
  • Experience developing, maintaining, and enhancing relationships with all other Department bureaus and units and related outside entities. 

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
  • Incumbents in this class may be required to travel.
