Join the State of Connecticut, Department of Public Health (DPH) as a Public Health Physician within our Infectious Diseases Section. This position will oversee the Healthcare Associated Infections and Antimicrobial Resistance (HAI-AR) Program. WHAT YOU'LL BE DOING:
  • Providing consultation to healthcare providers directly managing drug resistant infections
  • Leading response to disease outbreaks of HAI and antimicrobial resistant organisms
  • Providing subject matter expertise and technical assistance to nursing homes, assisted living facilities, and hospitals
  • Overseeing public health surveillance systems for healthcare associated infections (HAI) and antimicrobial resistance (AR)
  • Assisting in the management of the budget and activities covered in two major federal cooperative agreements

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Public Health this class is accountable for providing medical consultation related to the prevention and control of infectious and other diseases.

EXAMPLES OF DUTIES

  • Provides medical and clinical expertise and leadership to statewide public health programs and local health districts;
  • Provides medical consultation to healthcare programs and practitioners;
  • Participates actively in developing and monitoring short and long range planning and funding priorities based upon community’s health needs;
  • Develops health program policies, procedures and medical and clinical practice guidelines;
  • Develops clinical quality assurance initiatives and performance measurements;
  • Conducts clinical practice reviews and ensures that programs and regulatory actions are supported with appropriate medical and clinical guidance;
  • Monitors local health programs for compliance with public health guidelines;
  • Studies program data to evaluate outcomes, adjust program goals and assist in the development of public health policy, legislation and regulations;
  • Provides medical oversight and/or consultation of the investigation and control of potential disease outbreaks;
  • Enforces the appropriate rules and regulations essential to control of preventable and infectious diseases and the promotion of the general health of the community;
  • Communicates on issues of public health concern to the public, providers and other agencies through presentations, media and publication of written reports;
  • Coordinates program initiatives and regulatory activities;
  • Advises local health officials and State staff of advances in public health and the operation of health programs;
  • Provides medical leadership during a public health emergency;
  • Drafts administrative memoranda to provide procedural, regulatory and clinical guidance to State agencies and district local health authorities;
  • Promotes program goals through education and outreach by representing Public Health on community groups, committees, boards, workgroups and the public for the purposes of improving health outcomes;
  • Participates in the professional misconduct process, conducts medical record reviews, physician interviews, reviews investigation reports, corrective action plans, determines appropriateness of medical procedures and recommends enforcement actions, as directed; 
  • Conducts medical reviews of health care facility operations and incidents, as directed;
  • May testify at hearings;
  • May oversee health care surveillance programs and conduct surveillance activities;
  • May participate in negotiation and oversee the implementation of contracts and other community partnership agreements; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of principles and practices of medicine and public health measures with special reference to prevention and control of infectious and other diseases;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

One (1) year experience as a licensed physician.

PREFERRED QUALIFICATIONS

  • Experience with the microbiology and pathogenesis of healthcare associated infections and antimicrobial resistance including (1) experience in clinical care of hospitalized patients, and (2) experience in the medical management of patients in an outpatient setting.
  • Experience conducting or reviewing analytic epidemiologic studies, including: (1) experience with the management and analysis of infectious disease event data, and (2) experience using several statistical packages, most notably SAS, R, GIS or Excel.
  • Experience with the presentation of epidemiological data and analyses in both written and oral formats including: (1) experience producing written reports, data books, fact sheets, scientific journal articles or other written materials, and (2) experience giving verbal presentations in both formal and informal settings, to both lay and scientific audiences.
  • Experience in program administration and management including experience: (1) supervising epidemiologists, scientists, physicians or other health professionals; and (2) collaborating with internal and external partners and stakeholders.

SPECIAL REQUIREMENTS

  • Incumbents in this class must possess and retain a license to practice medicine and surgery pursuant to Chapter 370 of the Connecticut General Statutes. A temporary license may be granted for a period not to exceed one (1) year.
  • Incumbents in this class may be required to participate in all hazards of emergency response, exercises and planning.
  • Incumbents in this class may be required to periodically undergo tests or immunizations for communicable or infectious disease.
  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
