Department of Public Health (DPH) has a vacancy for a Public Health Branch Chief to lead the Environmental Health & Drinking Water (EHDW) Branch. The incumbent will report to a DPH Deputy Commissioner. WHAT YOU'LL BE DOING:
- Overseeing a diverse portfolio of mission critical programs including: Drinking Water, the Drinking Water State Revolving Fund (DWSRF), the Lead Hazard Reduction and Control Section, and the Environmental Health Section.
- Providing management and oversight for the Environmental Health & Drinking Water Branch, ensuring the effective administration of staff and operations.
- Driving the development and implementation of various projects including goals, and objectives, to align public health missions with state regulatory requirements.
- Leading regulatory efforts and strategic initiatives to ensure compliance with the Safe Drinking Water Act and state laws, safeguarding the state's drinking water supply.
- Overseeing the DWSRF program, including financial capacity analysis, loan disbursement, and federal grant funding management for drinking water infrastructure projects.
- Spearheading DPH’s efforts on toxicology and emerging contaminants, particularly in relation to PFAS and other critical environmental health concerns.
- Leading statewide efforts to eliminate lead exposure sources, working proactively to address both prevention and remediation.
- Cultivating and maintaining partnerships with key stakeholders, including federal and state agencies, local health departments, and community organizations.
- Fostering innovation by guiding the modernization of data systems and adoption of forward-thinking environmental health initiatives.
- Promoting continuous improvement and new public health strategies.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Public Health this class is accountable for administering the programs and operations of a branch of significant size, scope and/or accountability for statewide initiatives.
EXAMPLES OF DUTIES
- Administers staff and operations of a branch;
- Develops, implements and evaluates branch policies, goals and objectives;
- Designs and develops branch programs and activities;
- Implements new procedures and procedural revisions;
- Determines appropriate staffing levels and directs management and coordination of staff;
- Designs and implements performance review standards for branch staff;
- Prepares branch budget;
- Maintains contacts with individuals within and outside of branch who might impact policy or program activities;
- Maintains continual intra-agency communication and cross-branch collaboration;
- Determines quality assurance standards;
- Advises Commissioner as to trends in health promotion, health delivery and health professional regulations through use of reports;
- Testifies at legislative hearings, public hearings and in court;
- Acts as a duty officer in department and responds to emergencies during non-working hours;
- Speaks to professional and lay groups;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- May be designated during a public health emergency to manage a variety of agency programs and operations within structure of the Incident Command System;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Two (2) years of experience in a managerial or administrative capacity in an organization having programmatic and/or regulatory responsibilities for promoting or protecting public health.
PREFERRED QUALIFICATIONS
- Demonstrated experience managing large-scale environmental health and drinking water programs at a senior level, including policy development, regulatory compliance, and strategic planning.
- Experience leading teams and managing operations in complex, evolving environments, with a successful track record of building or scaling programs.
- Experience utilizing conflict resolution, consensus-building, and communication skills, experience engaging diverse stakeholders and balancing competing interests effectively.
- Experience driving innovation and program improvement through data modernization, cross-functional collaboration, and strategic leadership.
- Experience managing financial programs and grants, particularly in public health or environmental health settings.
- Experience addressing environmental health challenges through innovative problem-solving and a forward-thinking approach.
SPECIAL REQUIREMENTS
- Incumbents in this class may be required to periodically undergo tests or immunizations for communicable or infectious diseases.
- Incumbents in this class may be required to undergo and successfully complete security background checks.
- Incumbents in this class may be required to travel.
