Freenames

MANDATORY RIGHTS

Purpose

Use this option to request to activate any mandatory rights for which you may be eligible due to certain employment actions.

Note: Applications for mandatory transfers are not covered as part of this process and are handled by the hiring agency.

Collective Bargaining Agreement (CBA) requirements must be adhered to.

Requirements  

To submit a Mandatory Rights application, you must meet any of the following (criteria) and must have received documentation from Human Resources instructing you to create a Freenames application.
  • Former state employee who has been laid-off
  • State employee who has been noticed for layoff
  • State employee who has accepted a demotion in lieu of layoff
  • State employee who has been notified of eligibility for mandatory rights 
  • State employee who has recently failed a working test period
  • State employee who is exercising rights to return to the classified service from the unclassified service
  • Recently separated NP-2 employee with Article 39 Rights

Process

1. Select the radio button beside Mandatory Rights then click Start Application.  The system will take you to an alphabetical listing of classes.

2. Carefully read the steps outlined in the State of Connecticut CT HR-1 form given to you by your Human Resources office to initiate a request to activate your rights. 

3.  Using your CT HR-1 form, select the box next to the job class(es) found on pages 7 & 8 of the CT HR-1 form.

4.  Scroll to the top and click 'Add All Checked Classes to My Freenames Application'.

5. Complete the online application. The application references various types of employment actions, including  demotion in lieu of layoff, failure of working test period, layoff, NP-2 separation with Article 39 rights; other mandatory rights, return to classified from unclassified service, SEBAC or eligible for qualified to fill classes.  

6. Submit any required documentation.  You will be required to upload your CT HR-1 form to your application.

After your Mandatory Rights have been approved by DAS, you will receive an email confirmation.  Please be sure to keep your contact information updated and check your email and spam folders often as most communication will occur via email. 

You can also check your rights at anytime by accessing your Personal Status Board.  For instructions refer to Checking Mandatory Rights.

If at any time during the duration of an employee's mandatory rights, the employee wishes to inactivate their rights they should contact DAS.Freenames@ct.gov with a written request to inactivate their rights and include their full name and employee ID number.

Statewide Transfers

Purpose

Use this option to request to place your name on the Statewide Transfer list for your current job class in which you hold permanent status.  

By creating an application, your name will be added to the recruitment pool for the job codes you selected that match the title for which you hold permanent status, the selected locations, shift and type(s)of employment for a period of two (2) years from the date you complete a Freenames application and it is approved.

Note: 

  • There are no mandatory rights associated with placement on a statewide transfer list through this process. 
  • The State of Connecticut is not required to offer the position to individuals who place their names on a statewide transfer list through this process. 
  • Placement on the statewide transfer list allows you to be considered for positions matching your current job class which you hold permanent status.

Caution:  Do not use the Statewide Transfers section to place your name on a mandatory rights transfer list.  If you wish to place your name on a mandatory rights transfer list, contact your Human Resources Representative.

In order to create an application in this category, you must be a current State employee with permanent status in the job title on which you wish to place your name on a transfer registry.

You must know your current official job class title.  To locate this information, contact your Human Resources Representative or refer to your paycheck.

You must include each job code matching your title including different hourly equivalents.  For example:

  • 7603EU= Information Technology Analyst 1 (35 hours)
  • 7603FD = Information Technology Analyst 1 (40 hours)

DAS will complete a review and add your name to the statewide transfer list for your current class and any comparable classes, if applicable.

Process 

1.  Select the radio button beside Statewide Transfers and click Start Application.  The system will take you to an alphabetical listing of classes.

2.  Find your current job class and associated pay plans as indicated above and select the box next to each job class.

3.  Scroll to the top and click 'Add All Checked Classes to My SWTRAN Application'.

4.  Complete the online application.

5.  Submit any required documentation.

Checking your Statewide Transfer list status: When your request to be placed on a Statewide Transfer list is approved by DAS, you will receive a confirmation email.  Continue to check your status by signing on to your OEC Personal Status Board. Please be sure to keep your contact information updated and check your email and spam folders often as most communication will occur via email.   

Placement on the Statewide Transfer list will expire 2 years from the date of your confirmation email from DAS.

Should you wish to remove your name from the statewide transfer list, email DAS.Freenames@ct.gov and include your full name and employee ID number.

Rescind of Resignation or Retirement

Purpose

Use the rescind of resignation or retirement option to request to rescind a resignation in good standing, or a retirement from state service in accordance with DAS General Letter 177  or voluntary resignation in good standing in accordance with the Impact Agreement of Executive Orders 13 F and G (herein referred to as 'rescind of resignation' or 'resignation'). 

Note:  There are no reemployment rights associated with a rescind of resignation.  The State of Connecticut is not required to rehire individuals who rescind resignation. Rather, certain privileges may be granted depending on the job class and effective date of rehire.  

Requirements

A former State employee must meet the following conditions: 

  • Attained permanent status as a State employee
  • Separated from state service in good standing  from a position in the Classified service or a bargaining unit position in the Unclassified service

You must know the job class you resigned or retired from.  To locate this information, contact your former Human Resources Representative or refer to your last paycheck as an active employee.

You must include each job code matching your last held title including different hourly equivalent.  For example:

  • 7603EU= Information Technology Analyst 1 (35 hours)
  • 7603FD= Information Technology Analyst 1 (40 hours)

DAS will conduct a review and approve or deny all rescind requests for any or all job classes identified.

Applicants will be notified of the status of their requests via email.  Please be sure to keep your contact information updated and check your email and spam folders often as most communication will occur via email.

2. Find your former job class and associated pay plans as indicated above and select the box next to each job class.

3.  Scroll to the top and click 'Add All Checked Classes to my RESCND Application'.

4. Complete the online application.

5. Submit any required documentation

After your request to rescind a resignation in good standing or retirement has been approved by DAS, SHRM, you will receive an email confirmation.  You can also check your Personal Status Board for verification.  For instructions refer to Checking Rescind of Resignation or Retirement Status.

SERMND

Special Employment Rights (SERMND)

Purpose

Use this option to request to activate Special Employment Rights (SERMND). The option is for select separated State employees who may be eligible to return to the State’s workforce. This option must only be used by individuals who have explicitly been told (in writing) to request SERMND rights.

Note: Applications for mandatory transfers are not covered as part of this process and are handled by the hiring agency.

Requirements  

To submit a SERMND application, you must meet any of the following criteria below and you must have received guidance in writing from the State of Connecticut instructing you to create a Freenames Special Employment Rights (SERMND) Application:

  • Non-compliance with COVID protocols and/or an Executive Order
  • Litigation or a stipulated agreement
  • I am working but in the layoff notice period and have been instructed in writing to complete a SERMND application
  • Other

Process

1. Select the radio button beside SERMND then click Start Application.  The system will take you to an alphabetical listing of classes.

2. Carefully read the steps outlined in the State of Connecticut SERMND-1 form given to you by your Human Resources office to initiate a request to activate your rights.

3.  Using your SERMND-1 form, select the box next to the job class(es) found on pages 4 & 5 of the SERMND-1 form.

4.  Scroll to the top and click 'Add All Checked Classes to My Application'.

5. Complete the online application.

6. Submit any required documentation on the other tab.
