Introduction

The State of Connecticut Department of Motor Vehicles (DMV) is recruiting within the agency for a Motor Vehicle Agent Supervisor position assigned to the Driver Education and Specialized Testing unit. This is a full time position located in Wethersfield, CT. This position:

  • assigns, reviews, and participates in administration of motor vehicle operator license examinations at driving school locations through QSC scheduling system;
  • oversees regulation of commercial and secondary driving schools;
  • conducts required background checks of applicants for a driving school and/or driving school instructor license;
  • issues driving school and instructor licenses;
  • conducts checks of driving school records to ensure compliance with motor vehicle statutes and regulations;
  • appears as a witness at hearings scheduled for schools and/or instructors due to non-compliance with agency regulations and statutes.

*For employees in the classified service, permanent status is obtained after successful completion of a working test period.  For employees in the unclassified service, permanent status is obtained after serving in a position for at least six months (full-time or full-time equivalent).

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Motor Vehicles, this class is accountable for performing as a working supervisor for staff engaged in administering motor vehicle operator licensing exams, supporting emissions testing, inspecting vehicles, responding to customer complaints and/or regulating business licensing programs.

EXAMPLES OF DUTIES

Plans unit workflow and determines priorities; schedules, assigns, oversees, and reviews work; establishes and maintains unit procedures; provides staff training and assistance; conducts or assists in conducting performance evaluations; acts as liaison with operating units, agencies, and outside officials regarding unit policies and procedures; reviews and evaluates courtesy and attitude toward the public; keeps records and submits pertinent reports; interprets motor vehicle laws and regulations for the public; may make public presentations; performs related duties as required.

BRANCH OPERATIONS: Assigns, reviews, and participates in administration of motor vehicle operator license examinations, safety inspections of motor vehicles, and regulation of commercial and secondary driving school functions.

EMISSIONS: Assigns, reviews, and participates in administration of the waiver processing function, contractor monitoring, and customer service activities within the emissions inspection program.

COMMERCIAL VEHICLE SAFETY DIVISION (CVSD): Assigns, reviews, and participates in the safety inspections of all types of motor vehicles, Vehicle Identification Number (VIN) verifications, and researching and resolving complex customer service issues.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to interpret and apply state and federal motor vehicle laws; considerable knowledge of relevant agency policies and procedures; considerable knowledge of safe driving and vehicle safety techniques and standards; considerable knowledge of vehicle inspection methods and techniques; considerable knowledge of parts, equipment, and mechanical operation of motor vehicles including emissions systems; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to deal effectively with others; ability to prepare reports; some supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience in the field of education, training or other academic instruction, law enforcement, motor vehicle inspection, motor vehicle repairs, or business handling customer complaints and resolving customer relations problems.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must be at the level of Motor Vehicle Operator License Agent or Motor Vehicle Agent.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in the field of education, law enforcement, communication, or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years.
2. Graduation from an accredited vocational technical school specializing in automotive mechanical repairs may be substituted for one (1) year of the General Experience.

PREFERRED QUALIFICATIONS

Preferred candidates will possess:

  • knowledge of driving school statutes and regulations;
  • COLLECT certification;
  • ability to represent agency at administrative hearings.

SPECIAL REQUIREMENTS

1. Incumbents in this class must possess and retain a valid Motor Vehicle Operator’s license during employment in this class.
2. At the time of appointment incumbents must also possess, and during the course of employment maintain, a motor vehicle driving record satisfactory to the Commissioner of Motor Vehicles.

PHYSICAL REQUIREMENTS

Incumbents in this class must be in good health and must have and retain sufficient physical strength, stamina, agility, visual and auditory acuity to effectively perform the duties of the class. Considerable physical exertion may be required. Incumbents must maintain physical ability to stand for prolonged periods of time.

WORKING CONDITIONS

Incumbents in this class may be exposed to some degree of injury from conducting road tests and moderately disagreeable conditions encountered working outdoors.
