Introduction

The State of Connecticut Department of Transportation (DOT) is accepting applications for a Transportation Supervising Engineer (Construction Engineering) position in the Office of Construction in Newington. This position is full time, 40 hours per week and is in the P-4 (Engineering and Scientific) bargaining unit.

The successful candidate must be available to travel to and attend training, conferences, public meetings, field reviews, etc. both within and outside of normal working hours when necessary, and must possess current Connecticut Professional Engineer (PE) or Professional Land Surveyor (LS) licensure and have a valid Driver's license. PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation this class is accountable for supervising engineers and other staff engaged in engineering and/or related tasks in one or more aspects of transportation construction engineering projects or studies in the areas of construction, administration, rehabilitation, surveying, testing, materials testing, maintenance or operations.

EXAMPLES OF DUTIES

The candidate selected for this position will assist a Transportation Principal Engineer or Manager and supervise a designated group of employees, as well as, perform complex engineering related tasks. This Engineer will act as a liaison between the Office of Construction, District Offices, as well as other Department units, federal agencies, Office of the Attorney General, State Legislature, and the Construction Industry. The focus of this Engineer will be to oversee the Office of Quality Assurance Teams and Audit Engineers; make recommendations for proposed design changes, construction methods, substitutions of materials; reviewing plans and specifications, to assist the standard specification committee in the coordination of the Department of Transportation’s (Department) Standard Specifications, Special Provisions and Special Provision Guidance Documents. This position is also the Department’s Value Engineering Coordinator.

Duties will include: review and write specifications; maintain and compile revisions to specifications; conduct National Surveys with other States’ Agencies, engineering and construction practices and procedures; draft and review proposals for legislation related to Transportation; incorporate the Department’s best practices and lessons learned into the specifications; direct or provide assistance in conducting studies; make recommendations regarding engineering and construction policies and procedures; conduct performance evaluations; provide staff training; distribute, oversee and review unit work; prepare and review correspondence; analyze problems and recommend effective solutions; and perform related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices involved in transportation construction engineering such as construction, surveys, geodetic surveys and materials testing; knowledge of highway construction methods and materials; considerable knowledge of administrative and financial controls with respect to transportation construction engineering plans, contracts, projects and reports; considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of departmental operational methodologies; considerable knowledge of latest engineering principles, techniques and procedures employed in engineering field; considerable ability to analyze and review engineering reports, plans and specifications; considerable ability to interpret and apply principles of information systems and technologies; considerable interpersonal skills; considerable oral and written communication skills; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in transportation construction engineering.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been as an engineer with lead responsibility for complex transportation construction engineering projects in construction, surveys, or materials testing.  For state employees this is interpreted at the level of Transportation Engineer 3 (CONSTRUCTION ENGINEERING).

• Considerable knowledge in design development and estimating practices;
• Considerable knowledge of contracting methods, standards and specifications, and their legal relationships and requirements;
• Considerable knowledge of contract development and structure;
• Considerable knowledge of facilities, rails, bridge and highway contracts;
• Considerable knowledge of Department organization.

SPECIAL REQUIREMENTS

1. Incumbents must possess Land Surveyor (LS) licensure or Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302.

2. Incumbents may be required to possess appropriate certification from the New England Transportation Technician Program (NTTCP).

3. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

4. Incumbents in this class may be required to travel.
