The State of Connecticut Department of Transportation (DOT) is accepting applications for two Transportation Engineer 3 (Engineering) - Project Engineer positions in the Office of Engineering, Division of Highway Design, Consultant Design, Local Roads and State Highways Sections at our Headquarters in Newington, Connecticut. These positions are full time, 40 hours per week and are in the P-4 (Engineering and Scientific) bargaining unit.

This position serves as an advanced working level engineer involved in developing, reviewing, and refining concepts for transportation improvements associated with roadway, bridge and enhancement-type transportation improvements on municipal roadway systems and State owned roadways.
Duties include, but are not limited to:
• Providing direction to consultants and municipalities engaged in the design of transportation construction or reconstruction projects;
• Performing and coordinating technical review of plans, specifications, estimates and related contract documents prepared by consultants and/or municipal forces;
• Defining and analyzing problems through field and office investigations;
• Preparing correspondence, reports and project-related documentation;
• Developing and monitoring project schedules;
• Monitoring project cost estimates and budgets, ensuring compliance with all Federal and State statutes, regulations and guidelines related to transportation design and construction; and,
• Acting as a liaison with Department personnel from various technical disciplines and administrative areas, FHWA, local officials, regional councils of governments and other major stakeholders.
1. Possession of Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the Bachelor's degree requirement.
2. Possession of Engineer-In-Training (EIT) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the Bachelor’s degree requirement.
3. A Master’s degree in engineering may be substituted for one (1) year of the General Experience.
4. Current incumbents in the class of Transportation Engineer 2 (ENGINEERING) who do not possess the degree or certification/licensure qualifications as detailed on this class specification may be considered for promotion to Transportation Engineer 3 (ENGINEERING) upon having three (3) years of experience in transportation engineering. One (1) of the three (3) years' must have been as a Transportation Engineer 2 (ENGINEERING).
• Considerable knowledge of the principles and practices involved in civil and transportation engineering including highway design, construction methods and procedures, and traffic engineering;
• Considerable knowledge of administrative and financial controls and procedures with respect to transportation engineering projects including contracts and agreements;
• Considerable knowledge of established policies and operational methodologies;
• Creative ability in transportation design, including the ability to analyze problems and recommend solutions;
• Knowledge of administrative and financial procedures related to the project development process;
• Considerable interpersonal, oral and written communication skills including presentation and public speaking skills;
• Skill in the use of office software including Microsoft Word, Excel and PowerPoint;
• Ability to work as a member of a team;
• Skill in the use of project organization and document control software; and,
• Ability to coordinate work with other Department units, consultants, towns, state and federal agencies to insure project completion.
Additionally, we seek strong work ethic and interest to work in the transportation engineering field. Professional ambition demonstrated by taking the Fundamentals of Engineering (FE) exam and obtaining an Engineer-In-Training (EIT) and/or Professional Engineer (P.E.) license is a plus.
1. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
2. Incumbents may be required to travel.
