Introduction

The Connecticut Airport Authority (CAA), a State of Connecticut quasi-public agency, is currently recruiting for an Environmental Analyst 3.  This is an internal promotional opportunity. This position is located in the CAA’s Engineering, Planning and Environmental Services Department in Windsor Locks, Connecticut.

The incumbent will be responsible for independently performing professional project and/or program management tasks above the full working level in the Environmental Analyst job series with limited review from supervising staff. The incumbent is responsible for overseeing and coordinating an entire project or program with statewide or regional impact where program or project size and complexity warrants. The nature of the work assigned is critical and sensitive, requiring direct contact with state, federal, municipal and/or industrial officials, boards and consultants. Decisions are based on many variables and directly impact the outcome of the program or project.

This is a 40-hour per week position that requires periodic travel throughout the state to the CAA’s General Aviation Airports.

Selection Plan

This position is open to current CAA employees with permanent status in the classified service and who meet the minimum requirements of the position. Candidates selected for interview will be asked to provide copies of their last twelve months attendance records and last two consecutive service ratings. 

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for acting as a working lead and/or for performing the most complex tasks in the technical review and analysis of environmental program data and issues within the environmental field, developing recommended actions and programs and implementing policy and program decisions.

In other state agencies this class is accountable for acting as a working lead and/or for performing the most complex tasks in the technical review and analysis of environmental program data and issues, developing recommended actions and programs and implementing policy and program decisions.

EXAMPLES OF DUTIES

WORKING LEAD: As assigned by the supervisor distributes, prioritizes, assigns and reviews unit work; provides staff training and assistance; conducts or assists in conducting performance evaluations; acts as liaison with operating units, agencies, consultant staff and other outside officials regarding unit policies and procedures; recommends policies and standards; prepares reports and correspondence; performs related duties as required.

ADVANCED WORKING LEVEL: Conducts specialized planning, research, inventory, environmental quality and natural resource studies; provides technical assistance in identifying state resources, planning and implementing natural resource education programs and formulating environmental policies and management practices; designs elements to be included in plan; develops programs and regulations to implement environmental policy; serves as program coordinator; reviews and analyzes proposed legislation or projects for consistency with policies, plans and statutes; designs and conducts site investigations; prepares environmental impact statements and recommends corrective actions and alternatives; coordinates permit, monitoring and enforcement activities; reviews and coordinates grants programs; reviews and makes recommendations regarding permit and registration requests; serves as department representative on various regulatory and advisory boards and committees; prepares informational and educational materials, grant applications, legal documents, budget information and review and enforcement reports; oversees development and preparation of publications and guidelines on environmental protection, natural resource education and other issues; serves as agency program coordinator; monitors and testifies at public hearings; serves as a legislative liaison; makes recommendations on policies or standards; prepares reports and correspondence; leads lower level staff on assigned projects; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices in fields relative to environmental protection; considerable knowledge of principles and practices of environmental and policy analysis; considerable knowledge of environmental program planning principles and practices; knowledge of local, state and federal laws, statutes, regulations and policies pertaining to environmental protection; knowledge of statistics; considerable oral and written communication skills; interpersonal skills; research and organizational skills; ability to understand and interpret legislation and technical data; ability to utilize computer software; some supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for five (5) years of the General Experience.
Note: Education may only be substituted for a total of five (5) years.
3. For State Employees one (1) year of experience as an Environmental Analyst 2 or two (2) years of experience as an Environmental Analyst 1 may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

In addition to meeting the minimum qualifications and having permanent status as a CAA employee, the preferred candidate will have:

• Knowledge of and experience with State and Federal stormwater requirements concerning sampling, stormwater pollution prevention (SWPP) and spill prevention, control and countermeasures (SPCC);

• Knowledge of and experience with state and federal requirements concerning regulated and hazardous waste identification, removal and disposal associated with soils and groundwater and well as facility operations and construction activities;

• Experience with an overall environmental program and the oversight of consultants.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on site environments and a moderate degree of discomfort from exposure to year round weather conditions.
