The State of Connecticut, Department of Banking (DOB) is recruiting for a Connecticut Careers Trainee (CCT) with a target class of Financial Examiner in their Government Relations and Consumer Affairs Division (GRCA). This is a full-time (40 hours per week Monday-Friday) position located at 260 Constitution Plaza, Hartford, CT. The selected candidate may be required to travel.

Who we are:


The Department of Banking is the primary state regulator for state-chartered banks and credit unions, securities, and consumer credit. Its mission is to protect users of financial services from unlawful or improper practices by ensuring regulated entities and individuals adhere to state banking, consumer credit and securities laws. The Department accomplishes this through regular, thorough, and cost-effective examinations of the entities it supervises. The Department also engages the public and other stakeholders through a variety of media platforms, educational outreach initiatives, and press communications.

The successful candidate for the position will:

  • Conduct or assist in inquiries, investigations, and/or examinations of domestic and international banks, credit unions, broker-dealers, investment advisers, mortgage companies, consumer lenders and other financial entities.
  • Investigate consumer complaints regarding the conduct and delivery of services by regulated entities.
  • Review, analyze, and assess financial and operational documentation, including bank and financial statements and reports, loan files, investments, management policies, consumer. complaints, risk management programs, advertising, licensing information and other records.
  • Investigate, research, and document apparent violations of applicable laws and contraventions of policy.
  • Interact and communicate with both industry as well as internally to review issues and findings.
  • Provide guidance to consumers and to the public regarding industry regulation and practices.
  • Process initial and renewal applications utilizing CRD/IARD/NMLS.
  • Collect and analyze information relating to application review process including financial and operational documentation.
  • Review criminal and bankruptcy files.
  • Explain laws and agency regulations to applicants.
  • Respond to inquiries from consumers around entities regulated by the department.
  • Learn and utilize the e-license system.
  • Review, update and write policy and procedures for the Division.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional position.

EXAMPLES OF DUTIES

In a department or institution receives training in introductory governmental work for development of skills and knowledge in field of public administration in order to qualify for advancement into agency professional positions; performs a variety of increasingly difficult duties as skills are acquired during course of training period; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Oral and written communication skills; ability to acquire knowledge and skills required for the target classification; ability to understand, evaluate and solve problems by exercising judgement and logic; ability to read, interpret and understand written material; ability to perform basic arithmetical computations; ability to interpret charts, graphs and tables; learning and reasoning ability; ability to establish and maintain cooperative relations with superiors, associates and general public; ability to utilize computer software.

MINIMUM QUALIFICATIONS

Possession of a Bachelor's or Master's degree.

NOTE:

  1. If the target job classification has a Substitution Allowed that requires the Bachelor's or Master's degree to be in a specific area(s), then these specific degree areas are required for appointment to the Connecticut Career Trainee classification.
  2. Candidates cannot be appointed until all degree requirements are complete.

PREFERRED QUALIFICATIONS

The successful candidate will possess:

  • A Bachelor's or Master’s degree in accounting, finance, economics, business administration or computer science.
  • Academic or professional experience in cyber security.
  • Academic or professional experience in analyzing business financial documents and communicating analysis to stakeholders.
  • Internship or work experience in one of the following: a financial institution, a securities or accounting firm, or consumer financial services companies.
  • Experience interacting with members of the general public in a customer service environment.
  • Experience collecting, aggregating and analyzing data sets for the purpose of composing reports.
