Our Mission: The State Contracting Standards Board, within the Office of Governmental Accountability is responsible for ensuring that state contracting, and procurement requirements are understood and carried out in a manner that is open, cost effective, efficient, and consistent with State and Federal statutes, rules, and regulations.

The Role: We have an exciting career opportunity for an experienced professional to become the next Executive Director of the State Contracting Standards Board! In this position, you will have the opportunity to develop a new team of individuals to help carry out our critical mission. You will manage the operations of the State Contracting Standards Board staff and be responsible for administration of the Boards activities to promote economy and efficiency in state contracting usage. Appointment: This position is appointed by the Governor in accordance with Section 4e-2 of the Connecticut General Statutes.

PURPOSE OF JOB CLASS (NATURE OF WORK)

This class is accountable for planning, directing and managing the day-to-day operations and staff of the State Contracting Standards Board.

EXAMPLES OF DUTIES

Directs staff and operations of the State Contracting Standards Board; coordinates, plans and manages board administrative activities; formulates program goals and objectives; develops or assists in development of related policy; interprets and administers petinent laws; evaluates staff; prepares or assists in preparation of board budget; maintains contacts with individuals both within and outside of board who might impact on program activities; serves as ex-officio, nonvoting member of the board; in consultation with the Chief Procurement Officer, conducts comprehensive planning regarding the administrative functions of the board; coordinates budget and personnel activities of the board; causes the administrative organization of the board to be examined with a view to promoting economy and efficiency; acts as external liaison for the board; performs related duties as required.

PREFERRED QUALIFICATIONS

  • Experience working with a volunteer board and board subcommittee
  • Experience with the application of Connecticut’s Uniform Administrative Procedures Act
  • Experience drafting regulations to implement statutory authorities
  • Experience drafting decisions and legal memorandum for review and approval 
  • Experience working individually and as part of a team 
  • Experience working with internal and external stakeholders
