The State of Connecticut, Department of Agriculture, Commissioner’s Office, is now accepting applications from qualified agency employees for an exciting full-time (40 hours/week), 7:30am-4:00pm, Monday-Friday, Director of Operations (State Program Manager) opportunity located at 450 Columbus Blvd. Hartford, CT with hybrid telework options available.
The Role: You will be accountable for independently performing a full range of tasks related to planning, budgeting, organizing, and executing Department operations and priorities. You will have the opportunity to work in a fast-paced environment while devoting time to critical programs which monitor and protect the health and safety of agriculture products, businesses, and domestic animals. You will be responsible for directing operations across all bureaus.
Responsibilities Include:
- Directs staff and operations of multiple functions.
- Formulates program goals and objectives.
- Develops or assists in development and implementation of related policy.
- Evaluates staff.
- Prepares or assists in preparation of agency budget.
- Ensures agency compliance with standards established by outside monitoring agencies.
- Directs recruitment, selection, and retention of department staff.
- Ensures compliance with quality assurance findings and recommendations.
- Promotes cultural diversity in workplace and ensures client rights.
- Identifies, plans, implements and evaluates staff training and development needs.
- Analyzes complex problems and takes appropriate action.
- Initiates workforce planning and monitors staff utilization to meet identified goals.
- Investigates and responds to critical incidents.
- Prepares or oversees preparation of reports.
- May represent facility in grievances and hearings.
- May oversee grant, budget, or contract preparation.
- Performs other duties as required.

SUPERVISION RECEIVED
Receives administrative direction from an administrative official of higher grade.
SUPERVISION EXERCISED
Directs staff as assigned.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of professional experience.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must been in a consultative capacity with programmatic and administrative or project management responsibilities in the specific area of assignment.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
- Department of Labor: Two (2) years of experience as an Apprenticeship and Training Program Manager may be substituted for the General and Special Experience.
PREFERRED QUALIFICATIONS
- Experience interpreting and applying state and federal laws, statutes, and regulations.
- Experience delegating the responsibility of managing or developing programs to staff and overseeing the completion or outcome of such programs.
- Experience applying management principles and practices.
- Experience managing business operations of an organization.
- Experience creating Standard Operating Procedures and policies.
- Experience communicating with internal and external stakeholders using oral and written communication.
