The Department of Energy and Environmental Protection (DEEP) mission is to protect the public's health and well-being and to conserve, improve and protect the natural resources of the state of Connecticut. As trustee of the environment for present and future generations, the Department achieves its mission through its regulation, enforcement and licensing procedures which help control pollution; by managing the state’s parks and forests and other recreational amenities; and by developing and coordinating the state’s environmental plans and educational programs with other public and private agencies. The Department carries out its mission in a way that encourages the social and economic development of the state while preserving the natural environment and the life forms it supports. Fundamental to fair administration of its programs and services is the Department’s effort to reach all segments of the population.
Federal and state environmental laws have accomplished a great deal in the control, reduction and elimination of pollution. However, these same laws have restricted certain types of activities and have designated some areas not suitable for development. These areas tend be the rural towns of the State. Conversely, the evolutionary development of the cities (in terms of infrastructure, transportation, population makeup) has resulted in the state’s manufacturing and industrial base being located primarily in the urban areas, where the greatest concentration of racial and ethnic minority groups and lower income persons reside. The Department recognizes that a higher number of potential sources of pollution in these areas may consequently cause a disproportionate impact on their residents.
The Environmental Justice Program has responsibility for the implementation of CGS 22a-20a, Environmental Justice Communities. This law defines environmental justice communities based on relevant socioeconomic, health and environmental indicators.
Position Highlights

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Energy and Environmental Protection, as a limited duration employee, performs one or more of a variety of tasks and assigned duties of a seasonal nature.
EXAMPLES OF DUTIES
The seasonal position would provide an update to the geographic location of environmental justice communities and assess environmental and public health risk indicators using the USEPA Environmental Justice Screening Tool (EJSCREEN). The vulnerability to climate change will also be analyzed through the GIS data. EJSCREEN is an environmental justice mapping and screening tool that provides the U.S. Environmental Protection Agency (EPA) with a nationally consistent dataset and approach for combining environmental and demographic indicators. Users identify a geographic area, and then the tool provides demographic and environmental information for the area. All indicators included in the report are publicly available data. EJSCREEN simply displays the information and includes a method for combining environmental and demographic indicators into environmental justice (EJ) indexes.
KNOWLEDGE, SKILL AND ABILITY
Ability to follow instructions.
PREFERRED QUALIFICATIONS
- Experience using Geographic Information Systems (GIS);
- Experience implementing knowledge of Public Heath and Environmental Indicators.
SPECIAL REQUIREMENTS
1. Incumbents in this class who are assigned as supervisors of small recreational units will perform emergency first aid as needed and will be required to obtain and retain a Basic First Aid Certificate.
2. Incumbents in this class may be required for certain positions to meet any of the following:
a. Proof of possession of a valid Motor Vehicle Operator license.
b. Possession of a valid license to apply pesticides.
c. College training in a specific field.
d. Emergency Medical Technician (EMT) certification may be required by specific State facilities.
3. Incumbents performing lifeguard services must have and retain an American Red Cross (ARC) Lifeguarding Certification (includes CPR for the Professional Rescuer and Basic First Aid). An EMT or MRT certification may be substituted for the CPR and First Aid requirements.
PHYSICAL REQUIREMENTS
1. Incumbents in this class must possess and maintain adequate physical strength and stamina to perform the duties of the class.
2. Incumbents performing lifeguard services must be able to demonstrate American Red Cross (ARC) waterfront lifeguarding swimming skills.
