ABOUT US
The DAS Facilities Management Division is responsible for managing approximately 6 million square feet of commercial office space, laboratory space, and parking facilities including several high-rise office buildings with an annual operating budget of approximately $30,000,000.00.
THE ROLE
As a Property Management Liaison, you will be assigned a portion of this portfolio (approximately one third) and be responsible for facilities management of the assigned portfolio.
The position is responsible for oversight of the following:
- Building operation services for assigned facilities including oversight of contractual compliance of property management firms and assigning budgets
- Ensuring compliance to these budgets and authorizing monthly financial billing submissions for payment
- Adhering to procurement statutes
- Reviewing and approving all property management requests and expenditures
- Providing fiduciary oversight on all financial matters at facilities ensuring adherence to state statutes prescribed by procurement and auditors of public accounts
This position is responsible for ensuring state facilities are operated in accordance with relevant state statutes from a fire and life safety perspective as well as statutes including environmental sustainability. This position also ensures compliance with FM Global and OSHA (Occupational Safety and Health Administration) requirements.
This position also develops capital plans to protect the long-term asset and provides project management for small to medium size building maintenance and improvement projects.

- First shift (will require some availability after hours for responding to building emergencies)

- Will require some travelling throughout state to assigned facility locations

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Administrative Services this class is accountable for performing as a specialist in property management functions to ensure contractual compliance by vendors and contractors under departmental jurisdiction.
EXAMPLES OF DUTIES
Performs specialized property management oversight duties of security, maintenance, custodial and other services provided by vendors and contractors for state buildings and grounds and/or tenants of space leased by the state; oversees contractual compliance of property management firms; ensures contractors stay within budget; recommends budgetary adjustments; authorizes projects and emergency work for assigned buildings and grounds; coordinates and oversees preventive maintenance and energy conservation programs for assigned buildings; serves on vendor/contractor selection panels; acts as liaison with operating units, agencies, contractors, vendors, tenants and outside officials regarding unit policies and procedures; monitors and audits vendor compliance with state environmental, certification, permit, safety and security requirements; investigates liability and claim issues; performs property inspections; prepares and reviews financial reports and correspondence; may review or prepare project plans, specifications and cost estimates for building renovations; may make recommendations on policies, procedures, standards and specifications; performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Knowledge of relevant agency policies and procedures; knowledge of relevant state and federal laws, statutes and regulations; knowledge of state of the art security, building operations and maintenance procedures and techniques; knowledge of energy conservation methods and techniques; knowledge of tenant agency requirements; knowledge of contract administration; knowledge of budget preparation and control; some knowledge of trades including building, custodial and grounds; considerable interpersonal skills; oral and written communication skills; ability to prepare and analyze financial documents and reports; ability to utilize computer software; some supervisory ability.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of experience in general business management, property management or business contract administration.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in property management.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
PREFERRED QUALIFICATIONS
- Experience managing commercial office buildings with annual operating budgets of over $2,000,000.00 including approving financial report submissions for payment
- Experience performing field investigations of facilities
- Experience working as a project manager including developing project documents
- Experience developing building operations manuals including facility policies
- Experience managing building crisis situations
SPECIAL REQUIREMENTS
1. Incumbents in this class will be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
