IN THIS ROLE YOU WILL:
- Direct the supervision and management of the Assertive Community Treatment Team (ACT), Community Support Program (CSP), and Recovery Team
- Ensure fidelity to ACT and CSP model
- Collaborate with service providers and coordinate planning and implementation of recovery oriented, person centered, and trauma sensitive services to clients with severe and persistent mental health disorders and substance use disorders

DMHAS is a health care agency whose mission is to promote the overall health and wellness of persons with behavioral health needs through an integrated network of holistic, comprehensive, effective, and efficient services and supports that foster dignity, respect, and self-sufficiency in those we serve.
WCMHN coordinates three local mental health authorities in Danbury, Waterbury and Torrington. WCMHN provides peer support programs, recovery services, supported employment, homeless services, residential, crisis response, jail diversion, outpatient, case management, Assertive Community Treatment (ACT) teams and young adult services. Collectively, WCMHN programs serve roughly 7,000 people annually.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Departments of Mental Health and Addiction Services and Developmental Services this class is accountable for directing a clinical division, a clinical discipline or a clinical program within a specified geographic area.
EXAMPLES OF DUTIES
- Manages the staff and operations of a clinical program, discipline or specialized area;
- Coordinates, plans and manages program activities;
- Formulates program goals and objectives;
- Develops or assists in the development and implementation of related policy;
- Interprets and administers pertinent laws;
- Monitors and evaluates staff;
- Prepares or assists in preparation of program budget;
- Maintains contacts with individuals both within and outside of program who might impact on program activities;
- Ensures program compliance with standards established by outside monitoring agencies;
- Participates in grant and contract preparation and administration;
- Manages the recruitment, selection and retention of program staff;
- Ensures compliance with quality assurance findings and recommendations;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Four (4) years of professional experience in Behavioral Health Care and a Master’s degree in a clinical discipline, public health administration, health care administration or hospital administration.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been supervising professional staff.
For state employees this experience is interpreted at the level of a Behavioral Health Unit Supervisor, Developmental Services Supervisor of Case Management, Nurse Supervisor or Supervising Clinician.
PREFERRED QUALIFICATIONS
- Experience providing direct care as well as clinical supervision and consultation to agency staff and community providers who provide treatment to clients in the community who have severe and persistent mental illness, substance use disorders, and/or history of trauma
- Experience in managing high risk clients with clinically complex diagnoses
SPECIAL REQUIREMENTS
Department of Developmental Services: Incumbents in this class may be required to maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse or psychologist.
Department of Mental Health and Addiction Services: Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.
