ABOUT US
In the State Highway Design Unit, engineers perform in-house design to solve transportation problems. Typically acting as the prime designer, they will develop design alternatives and lead coordination with support units such as Traffic Engineering and Bridge Design. Engineers must balance improvements against environmental, historic, cultural, community, aesthetic, and economic impacts. Engineers in State Highway Design develop projects that improve the safety, capacity, and efficiency of the State’s transportation system and find solutions to challenging roadway and multi-modal improvement problems. They develop design alternatives into contract plans, specifications, and construction estimates, provide technical guidance on elements such as roadway geometry, roadside safety, and highway drainage, and they also coordinate roadway improvements with stakeholders such as municipal leaders, neighborhood groups, businesses, and homeowners.
Engineers in the Division of Bridges work with a variety of transportation structures. They provide lead or support services in the development of capital projects as well as inspection of in-service structures. They use advanced analysis software and CADD technology to prepare designs including geometrics, drainage, structural analysis including load ratings, creating bid documents for traffic, roadway and railroad structures, as well as bridge rehabilitations or replacements, and develop specifications and cost estimates. They administer projects from project concept, through design including coordinating permits, and coordinating with municipalities and utilities, then follow the project through to construction. During construction, they review contractor developed drawings to facilitate construction, ensure contract compliance and provide support to address construction complications. Bridge engineers also perform structure inspections assuring safety, capacity and efficiency of the State’s bridge infrastructure as well as carry out detailed geotechnical analysis and hydraulic analysis and review analysis done by outside parties. In addition, bridge engineers manage projects and programs designed by consultant firms.
Engineers in the Division of Traffic Engineering work on a wide variety of projects and programs, ranging from designing traffic signals and computerized traffic signal systems to reviewing major commercial developments for their effects on roadway operations. Our engineers test and deploy emerging technologies to improve traffic flow and reduce emissions, and implement improvements for bicyclists and pedestrians. They also conduct studies and perform traffic flow analyses to improve safety and minimize travel delays for the public. Our traffic safety engineers use a data driven approach to implement new and innovative solutions across the roadway network proven to save lives and reduce serious injuries.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation and the Connecticut Airport Authority, this class is accountable for independently performing a full range of engineering or related tasks in one or more aspects of transportation engineering projects or studies in the following areas: administration, bridge design, design, drainage, electrical, foundations, hydraulics, maintenance, operations, pavement management, regulation compliance, rehabilitation, research, traffic or utilities.
EXAMPLES OF DUTIES
As a Transportation Engineer 2 (Engineering), you will perform a full range of engineering work within your assigned discipline.
Examples of Duties include:
Performing design work including preparation of plans, specifications, and estimates
Providing on and off-site engineering support during construction
Conducting field reviews
Analyzing problems and recommending effective solutions
Providing technical advice and recommendations
Conducting research, alternatives analysis, and computations
Preparing reports and manuals
Participating at town and public meetings
Participating on committees
Providing technical support to and coordinating with other DOT units
Assisting with responses to legislative requests and public inquiries
Assisting in development of policy
Assisting with preparation of agreements and contract documents
Considerable knowledge of principles and practices of more than one specialized field involved in transportation engineering such as bridge design, foundations, highway design, transportation facilities design, transportation planning, maintenance, drainage or hydraulics, research, pavement design, pavement management and traffic; considerable skill in use of computer aided design and drafting (CADD) applications; considerable technical skills in preparation of engineering and administrative reports; skill and ability to analyze and evaluate engineering, highway, structural and pavement design, hydraulic and traffic problems and provide effective solutions; interpersonal skills; oral and written communication skills; ability to perform complex mathematical calculations; ability to develop and interpret plans and specifications.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
A Bachelor’s degree in Engineering and two (2) years of experience in a professional transportation engineering or transportation construction engineering capacity.
Note: For State employees, one (1) year of experience must have been at the level of Transportation Engineer 1 (Engineering) or (Construction Engineering).
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
1. Possession of Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the Bachelor’s degree requirement.
2. Possession of Engineer-In-Training (EIT) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the Bachelor’s degree requirement.
3. A Master’s degree in engineering may be substituted for one (1) year of the General Experience.
PREFERRED QUALIFICATIONS
ALL POSITIONS:
Three or more years of engineering design experience in the transportation industry
Engineer-In-Training (EIT) or Professional Engineer (P.E.) license
Experience coordinating effectively with other Department units, consultants, towns, state and federal agencies
Experience with relevant federal, state, agency and bureau manuals, policies, and procedures
Experience using Office365, Microsoft Project, Compass and other discipline-related applications and modeling software
Experience with oral and written communication skills
Experience in project organization and document control
Experience with development and administration of Federally funded projects
Experience reviewing planning studies and encroachment permits
Experience analyzing problems and recommending effective solutions for engineering related issues
Experience preparing and reviewing technical reports and documents
Experience presenting information to diverse populations including officials, peers, members of the public and small and large groups
Experience leading people and managing tasks, including influencing staff in higher level positions to achieve common goals
Experience working independently, being self-motivated and taking ownership of assignments
Possession of an engineering degree in a position-relevant area (i.e. Electrical Engineering degree for position in Electrical Engineering)
BRIDGE POSITIONS:
Experience analyzing bridge and structural design problems and recommending effective solutions
Experience with bridge management, accelerated bridge construction, and innovative bridge design and inspection techniques and materials
Experience with hydrologic and hydraulic engineering as it applies to transportation projects for candidates seeking a position in Hydraulics and Drainage
Experience with geotechnical engineering as it applies to transportation projects for candidates seeking a position in Soils and Foundations
TRAFFIC POSITIONS:
Experience with traffic engineering including traffic control signals, signal systems, roadway signing, pavement markings, maintenance and protection of traffic, operational analysis, and safety evaluations
Experience developing, analyzing, and reviewing plans, specifications, and estimates for federally-funded traffic engineering projects
Experience developing traffic control related specifications, guide details, and standards
Experience reviewing traffic operational analysis reports and models
Experience handling traffic control issues during construction
Experience with Office of State Traffic Administration procedures
Experience applying state and federal standards for traffic control devices
Experience with Office of State Traffic Administration Major Traffic Generator reviews
HIGHWAY DESIGN POSITIONS:
Experience using CADD to develop 3D models
Experience using references such as the Highway Design Manual, AASHTO Green Book, Roadside Design Guide, and MUTCD
Experience drafting formal correspondence
Experience with construction methodologies and constructability
Experience developing and analyzing plans, specifications, and estimates for federally-funded highway engineering projects
Experience with Department policies, procedures, and design practices that impact scope and project delivery
SPECIAL REQUIREMENTS
1. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.

WORKING CONDITIONS
