We are currently recruiting a Financial Clerk who will service Region 3; servicing Norwich, Middletown and Windham (Willimantic).

Position Highlights:
  • Full-time, 40 hours per week
  • First (1st) shift
  • Monday - Friday
Responsibilities include, but are not limited to:
  • Account management for the approximately 300 child service vendors utilized by the DCF regional offices to serve DCF's children and their families. Specifically, this position ensures the processing of approximately 45,000 payments annually through the agency's case management system (LINK) to these service vendors; and ensuring payments are made in a timely manner, accounts are current and that payments are made accurately. 
  • Determining the billing invoice and the requested service match in total fees, duration and internal preapproval of service delivery, ensuring there is no duplicate payments, overbilling and fraudulent billing. The 6 financial clerks that cover all 6 regions are directly responsible for identifying and correcting over $1,000,000 in duplicate and overbilled invoices over a period of one year, saving the State that funding. 
  • Aging Statement management to promote the flow of payments to providers within the 45 day statutory timeframe for State payments (and directly contributed to a 35% reduction in the payments made over 45 days. 
  • Vendor Maintenance in the regional offices, for all fee for service vendors paid through the Agency's LINK system by reviewing W9's to ensure taxable services are properly identified, addresses are current and the processing of 1099's are sent to the proper locations to establish optimum revenue for the State of Connecticut, while also vetting every vendor to ensure that proper business and clinical licensure is maintained before the vendor is utilized.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for the preparation and/or maintenance of payroll, agency accounts, financial statements, cash accounting or other bookkeeping and record keeping functions in an agency.

EXAMPLES OF DUTIES

  • Assists in preparation of payroll or independently prepares components of a payroll such as shift differential, holidays and overtime; 
  • Maintains agency bookkeeping and other financial records; 
  • Maintains cash journals and ledgers; 
  • Processes payments; 
  • Assists in preparing financial statements and budgets; 
  • Balances and reconciles accounts; 
  • Reviews incoming bids for compliance with purchase orders; 
  • May prepare reports; 
  • May handle money or checks; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of
    • basic bookkeeping, accounting, and financial record keeping procedures; 
    • payroll procedures, financial terminology and coding, statements and budget preparations;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Two (2) years of clerical experience in accounting, financial record keeping or bookkeeping.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years.

PREFERRED QUALIFICATIONS

  • Experience in clerical work in an accounts payable environment
  • Experience determining issues and troubleshooting problematic invoices  
  • Experience in prioritizing a high volume of work under changing demands
  • Experience in providing information on policies and procedures
  • Experience in responding to stakeholder complaints 
  • Experience in Microsoft Excel, Outlook and Word

SPECIAL REQUIREMENTS

Persons having responsibility for supervising or observing the behavior of inmates or custodial clients will be required to possess a high school diploma or General Educational Development (GED) certification by the time of permanent appointment.
