POSITION HIGHLIGHTS
This is a full-time position, Monday through Friday with occasional evening and weekend responsibilities.
The Bureau Chief's office is located at the DEEP Headquarters in Hartford, CT with part-time telework/hybrid schedule flexibility. Some in-state travel may be required.

YOUR ROLE
The Bureau of Natural Resources (BNR) applies fisheries, wildlife, and forestry management principles and conducts scientific investigations and assessments to protect and ensure the wise and sustainable use of these resources. The Bureau includes three divisions: Wildlife, Fisheries, and Forestry.
This leader will be responsible to drive change to support two priorities for Environmental Conservation which are:
- Address Climate Change through Adaptation (Habitat) & Mitigation (Carbon). Climate change is currently threating Connecticut’s natural resources. Creating and protecting fish, forest and wildlife habitat is the best way to ensure native species can adapt. Natural resources also provide an important role in mitigation through carbon sequestration and storage.
- Provide Equitable, Safe, and Sustainable Access to Connecticut’s Natural Resources. DEEP is working to ensure that Connecticut’s treasured natural resources are accessible, appreciated and conserved by all residents regardless of socioeconomic status, race, geographic location within the state, or other factors. Conservation and appreciation for natural resources is fueled by positive experiences - whether birding, fishing, hunting, photography, hiking, biking, etc. Engaging all people in the outdoors will ensure Connecticut enjoys strong support for the conservation of its natural resources for generations to come.
In order to be successful in the role, the Bureau Chief will need to be able to lead and influence big picture strategy and objectives while also creating and managing detailed oriented systems/processes that support those objectives. The Bureau Chief will also need to be able to communicate effectively and build relationships across the department and with external stakeholders such as legislators, media, and advocacy groups.
The Bureau Chief should be an exceptionally well-organized people and process leader, well versed in energy and environmental protection conservation efforts, experienced at supervising people, and a skilled manager with a track record of delivering complex projects on time.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Energy and Environmental Protection this class is accountable for administering the programs and operations of the bureau.
EXAMPLES OF DUTIES
- Directs fisheries, forestry, and wildlife programs and staff activities, and manages all related functions of the Office of the Bureau Chief;
- Develops comprehensive long and short range plans and strategies to support the agency’s mission and goals;
- Assists, participates, and makes recommendations in the review and formation of agency policy, program priorities, funding, legislation, and regulations involving fisheries, forestry, and wildlife conservation and use;
- Implements agency policy within the Bureau of Natural Resources;
- Controls fiscal operations within the Bureau of Natural Resources by determining priorities for expenditure of financial and related resources;
- Develops fisheries, forestry, and wildlife programs, strategies, and policies consistent with agency policy;
- Responds to inquiries from the public, Governor's office, General Assembly, Congress, and federal, state, and local officials concerning natural resource conservation and use issues and programs;
- Directs the development of position recommendations on major legislative and regulatory proposals;
- Confers and negotiates agreements and strategies with federal and private agencies on issues and programs affecting fisheries, forestry, and wildlife resources;
- Will solicit, negotiate, administer, manage, and account for federal and non-federal funds to support and/or develop programs or projects;
- Maintains statewide responsibility for all fisheries, forestry, and wildlife programs and activities and represents the agency and State in related activities as required; and
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Twelve (12) years of professional experience in natural resource management, public outdoor recreation, pollution prevention, reduction and management, environmental or energy conservation, environmental or energy regulatory programs, integration of energy and environmental policies and programs, energy research or policy development, strategic operational environmental or energy planning or other related environmental protection or energy field.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Three (3) years of the General Experience must have been in a managerial capacity.
NOTE:
- Managerial capacity is defined as formulating program goals and objectives, developing and implementing program procedures, initiating program policies and developing and monitoring a budget.
- For state employees this experience is interpreted at the level of an Energy and Environmental Protection Division Director, Energy and Environmental Protection Assistant Division Director, Energy and Environmental Protection Office Director or other comparable managerial title responsible for the management of staff performing energy and/or environmental protection work.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in a scientific or technical discipline related to the energy or environmental field including but not limited to the biological, earth or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources;, renewable energy; energy conservation or a related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in a scientific or technical discipline related to the energy or environmental field as listed above including but not limited to the biological, earth or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources; renewable energy; energy conservation or a related field may be substituted for five (5) years of the General Experience.
- A law degree with a concentration in energy, natural resources or environmental protection law or a doctorate degree in a field related to renewable energy, energy conservation or environmental protection may be substituted for six (6) years of the General Experience.
NOTE: Education may only be substituted for a total of six (6) years of the General Experience.
PREFERRED QUALIFICATIONS
- Experience leading teams and implementing change;
- Experience leading diversity,
equity and inclusion initiatives and programs;
- Experience creating and
managing systems and processes to achieve priorities;
- Experience developing programs with a focus on diversity,
equity & inclusion;
- Experience managing Public Relations (PR) & communication
issues – especially related to communicating scientific and natural
resource management principles and policies to external stakeholders such
as the media, advocacy organizations, and legislators;
- Experience communicating throughout an organization including
vertically, laterally, and with peers;
- Experience formulating and implementing State/Federal policy
and funding;
- Experience managing budgets with more than one funding
source.
