- This is a full-time, 40 hour per week position with a first shift schedule, Monday through Friday.
- This is a general-funded position located within the Identification Section of the Division of Scientific Services.
- The Fusion Center Analyst will work within the Identification Section in the Computer Crimes Unit. Their primary duties will involve the review of Cybertips provided by the National Center for Missing and Exploited Children (NCMEC) to the Internet Crimes Against Children Task Force (ICAC).
- The analyst will receive and forensically analyze Cyber tips from NEMEC; disseminate intelligence to the appropriate law enforcement agency for search warrants, surveillance and other investigative duties; perform Peer to Peer tracking research and forensically analyze, and disseminate intelligence to the appropriate law enforcement agency for search warrants, surveillance and other investigative duties; Forensic computer analysis of evidence submitted to DSS resulting from follow-up by Law Enforcement agencies; and Open source searching of social media including Dark Web for child cyber exploitation.
- Note: this position will be working with digital evidence connected to child exploitation.

About Us
The DESPP is committed to protecting and improving the quality of life for all by providing a broad range of public safety services, training, regulatory guidance and scientific services utilizing enforcement, prevention, education and state of the art science and technology.
The Division of Scientific Services provides forensic support to local, state and federal agencies throughout Connecticut. This division is divided into three analytical sections. They are the Chemical Analysis section (including toxicology, controlled substances, and arson), the Forensic Biology/DNA section, and the Identification section (including computer crimes).

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Emergency Services and Public Protection this class is accountable for independently performing a full range of tasks in the evaluation and analysis of criminal/terrorism information and intelligence.
EXAMPLES OF DUTIES
- Provide intelligence to increase the investigative capabilities of State and local law enforcement officers in the detection, investigation and apprehension of Internet Crimes Against Children offenders;
- Enhance the nationwide response to Internet Crimes against children by assisting other ICAC Task Forces as well as Federal, State and local agencies with the distribution of Cybertips and supporting intelligence;
- Provide preventative and assistance to parents, educators and community members regarding Internet Crimes Against Children;
- Responsible for the collection, classification and management of information for the development of intelligence from various databases and information systems;
- Extraction of data from digital devices for further analysis;
- Performs duties and responsibilities related to forensic intelligence for DSS;
- Collects, integrates, evaluates, analyzes and disseminates intelligence data associated with (ICAC) Internet Crimes Against Children Task Force Program;
- Collects, rapidly analyzes, and disseminates as appropriate information on criminal activities to support law enforcement criminal investigations;
- Establishes links between crimes that include identification of criminal history and criminal relationships to aid in making connections between members of criminal organizations;
- Synthesizes input from multiple data streams to aid in criminal investigations;
- Adheres to prevailing state and federal laws and policies regarding the handling of criminal offender record information and document classification markings including sensitive but unclassified and classified information;
- Assists with formulation and dissemination of intelligence data;
- Works with federal, state, municipal, military, tribal and private sector to obtain criminal/terrorism information and intelligence data;
- Collates message traffic and other communications and alerts unit leadership of developments and or significant changes applicable to assigned area;
- Promotes the agency's intelligence analysis units to relevant outside parties to encourage the exchange of criminal intelligence information between agencies;
- Prepares and makes presentations on intelligence data, developments and findings;
- Prepares comprehensive reports containing vetted intelligence data;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Knowledge of research methods and techniques; knowledge of the Criminal Intelligence systems operating policies; knowledge of the Law Enforcement Analytic Standards; knowledge of national/international criminal/terrorism data systems and cycle; knowledge of state and federal constitutional and statutory privacy and civil liberties provisions; interpersonal skills; oral and written communication skills; ability to analyze and forecast data; ability to understand and use computerized databases; ability to utilize federal database systems; ability to analyze data.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of professional experience in the collection, integration, evaluation and analysis of criminal/terrorism information and/or intelligence.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
1. College training in may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in Criminal Justice, Intelligence Management, Law Enforcement, Political Science, Forensic Science or closely related field may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience utilizing intelligence software programs.
- Experience providing written criminal intelligence reports using charts, graphs, and geospatial mapping to provide information on crime series, patterns, and trends;
- Experience managing and completing tasks simultaneously while meeting deadlines;
- Experience working in law enforcement;
- Experience evaluating, tracking and presenting data;
- Experience processing data for statistical analysis;
- Experience writing technical reports.
SPECIAL REQUIREMENTS
1. For a DEMHS or CSP position, must obtain a Department of Homeland Security Secret Security clearance within nine (9) months of appointment to class.
2. Incumbent in this class must possess and retain a valid Motor Vehicle Operator's License.
CHARACTER REQUIREMENTS
