Position Details:
- WORK SCHEDULE: First shift, Monday - Friday
- WORK HOURS: Full-time, 40 hours/week
- LOCATION: 450 Columbus Blvd, Hartford, CT with hybrid telework schedules available
Position Responsibilities:
In this position you will provide support with management and oversight of the division. The ideal candidate will have experience leading a diverse team of individuals, collaborating with the OEC Legal Division and Attorney General’s office, and overseeing the highest level of license processing including experience with eLicense configuration and the development of mobile applications.
Working closely with the Division Director, the responsibilities of this position include:
- Providing coverage of the division in the absence of the Division Director and representing the Licensing Division at meetings requiring managerial representation
- Supervising and providing daily direction to Supervisors that oversee separate licensing units, conducting performance reviews, and reviewing appraisals completed by staff directly supervised
- Providing support to the Division Director with drafting and responding to legislative proposals and drafting testimony during legislative sessions, ensuring implementation of all legislative changes and updating statutes and other documents
- Providing daily direction to staff and issuing final determinations regarding the interpretation and implementation of regulations to ensure compliance with governing statutes and regulations
- Supporting and implementing the health & safety elements of the CCDF grant
- Directing the implementation of Division priorities
- Responding to requests from the Commissioner and other OEC staff
- Participating in the recruitment, hiring, and training of staff, as well as other personnel matters
- Conducting managerial reviews of cases and/or decisions made at the supervisory level and overturning decisions as necessary.
- Acting as a liaison with the Legal Division and the Attorney General’s Office and making decisions regarding enforcement matters (NCAPs, COs, summary suspensions, revocations)
- Responding to legislative and media inquiries for the Division and representing OEC at public meetings and legislative committees
- Conducting final reviews of criminal and protective services background check hits
- Acting as an administrator of the licensing data systems including eLicense, mobile applications, and the configuration and development of online renewals and applications
- Performing other related duties as required

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of professional experience.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in the specific area of assignment.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
- Department of Labor: Two (2) years of experience as an Apprenticeship and Training Program Manager may be substituted for the General and Special Experience.
PREFERRED QUALIFICATIONS
- Experience supervising child care licensing staff members.
- Experience developing settlement agreements regarding licensing enforcement.
- Experience managing projects and meeting deadlines.
- Experience interpreting state and federal statutes and regulations pertaining to child care licensing and making recommendations for changes to such statutes and regulations.
- Experience working as an administrator of licensing data systems.
