THE POSITION

The State of Connecticut, Department of Public Health (DPH) is seeking an experienced and qualified individual for the position of Public Health Services Manager

HIGHLIGHTS

  • Unit: Facility Licensing and Investigations Section (FLIS)
  • Location: Hartford, CT
  • Work Hours: Full time, 40 hour/week position, with an opportunity for some telework | Some additional off-hour work and travel throughout the state are required
  • Schedule: Typically Monday through Friday from 8:00am to 4:30pm
The Facility Licensing and Investigation Section is looking for enthusiastic candidates that possess excellent written and oral communication skills with a demonstrated ability to prioritize and fully address detailed processes. FLIS is seeking candidates that have experience developing protocols and processes, are experienced with electronic databases, have quality assurance experience, and can address multiple-time sensitive concerns. This position requires experience working with health care laws and regulations and experience conducting inspections/investigations.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Public Health this class is accountable for directing statewide activities of public health programs and/or directing the staff and programs of a large section of the department.

EXAMPLES OF DUTIES

  • Directs staff and operations of a public health program; 
  • Coordinates, plans and manages office activities;
  • Formulates program goals and objectives; 
  • Assists in preparation of office budget; 
  • Maintains contacts with individuals, other operating units and outside agencies that may impact on program activities;
  • Implements new procedures and procedural revisions;
  • Recommends appropriate staffing levels; 
  • Administers state and federal regulations pertaining to division;
  • Exercises responsibility for maintaining program integrity; 
  • Responds to inquiries from out of state agencies and the general public regarding public health services; 
  • Prepares reports as necessary; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of professional experience in a health organization.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity with responsibility for the planning, development and execution of a comprehensive health or health related program.

NOTE: A health organization is defined as a large multi-dimensional agency with responsibility for developing, administering or regulating health programs.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
  • A Master’s degree in public health, health education, health care administration, nursing, other health related fields, or public administration may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience interpreting and applying laws and regulations, and conducting health-related inspections or investigations;
  • Experience prioritizing multiple time-sensitive projects or assignments;
  • Experience developing policies and procedures and participating in quality assurance activities;
  • Experience supervising and/or mentoring staff;
  • Experience communicating, both orally and in writing ,including presenting to groups and writing reports;
  • Experience working collaboratively with other stakeholders, agencies, coalitions, and associations.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
