POSITION HIGHLIGHTS:
- WORK SCHEDULE: First shift, Monday - Friday, 8:00 AM to 4:30 PM
- WORK HOURS: Full-time, 40 hours/week
- LOCATION: 450 Columbus Boulevard in Hartford with hybrid telework schedules available (combination of in office and remote work)
THE ROLE:
As a Staff Attorney 1, you will support the agency’s legally required responsibilities related to ensuring the health and safety of children receiving child care services in Connecticut. Additionally, this role will support the enforcement unit, assist with drafting of regulations and policies and may include serving as a Care 4 Kids administrative hearing officer. The selected candidate selected must have exceptional organizational skills, excellent written and verbal communication and must be a team player.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for receiving on the job training in all aspects of agency legal work.
EXAMPLES OF DUTIES
- Receives generalized training in all aspects of agency legal work;
- Acts as hearing officer;
- Drafts decisions including findings, regulations, and other related legal documents;
- Negotiates and drafts settlement agreements; assists with enforcement proceedings;
- Assists in the preparation and presentation in administrative hearings;
- Consults with the Office of the Attorney General on legal issues;
- Researches routine legal issues and assists in researching complex legal issues;
- Interprets statutes and regulations;
- Reviews court decisions, new and proposed laws and regulations to determine impact on agency operations;
- Reviews legal and other related documents for legal sufficiency;
- May monitor legislative proceedings;
- May provide legal counsel and advice when duly authorized;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Knowledge of
- legal principles, practices and procedures in Connecticut;
- legal research techniques;
- the Uniform Administrative Procedures Act and civil procedures;
- and the ability to interpret and apply relevant state and federal laws, statutes, regulations and legislation;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
A degree from an accredited law school.
PREFERRED QUALIFICATIONS
- Experience conducting legal research.
- Experience interpreting and applying laws and regulations.
- Experience writing legal briefs, decisions, or memoranda of law.
- Experience providing legal representation in administrative or judicial proceedings.
- Experience meeting deadlines with competing priorities.
- Experience collaborating as a team with internal and external stakeholders.
SPECIAL REQUIREMENTS
- Incumbents in this class must be admitted to practice law in the State of Connecticut within one (1) year of the date of appointment. Pursuant to Section 51-88 of the Connecticut General Statutes, an incumbent who has not been admitted to practice law may not "assume, use or advertise the title of lawyer, attorney and counsel at law, counselor at law, attorney, counselor, attorney and counselor, or an equivalent term, in such a manner as to convey the impression that he is a legal practitioner of law". Until such time that an incumbent is admitted to practice law in the State of Connecticut, the incumbent shall be referred to as a Legal Assistant.
- Incumbents in this class may be required to travel.
