Position highlights
As a Supervising Civil Engineer, you will be responsible for:
  • Supervising engineers involved in performing engineering investigations and the reviewing of dam design and construction, including spillways, foundation conditions, seepage, and structural stability;
  • Tracking compliance of state dams with regulations and statutes;
  • Supervising periodic inspections of existing dams for structural soundness;
  • Making recommendations for corrective action;
  • Reviewing applications for construction or repair of dams and recommending action;
  • Supervising preparation of and negotiating agreements and contracts for engineering services with flood and erosion control boards or technical review of such studies;
  • Assisting in coordinating acquisition of land for federal flood control projects and making appropriate recommendations;
  • Supervising review of work of contract surveyors, engineers, and construction contractors; and 
  • Performs related duties as required.
This is a full-time position, located in Hartford. Teleworking opportunities may be available.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for supervising an engineering unit engaged in design, construction, testing, and data collection/analysis, planning, research, and permit process activities, performing engineering tasks in waterflow and flood control and in the design and construction of parking lots, dams, drainage systems, seawalls, foundations, boat launching facilities, buildings, piers and flood control structures with consideration of environmental consequences.

EXAMPLES OF DUTIES

  • Schedules, assigns, oversees, and reviews the work of staff;
  • Provides staff training and assistance;
  • Conducts performance evaluations;
  • Determines priorities and plans unit work;
  • Establishes and maintains unit procedures;
  • Develops or makes recommendations on the development of policies and standards;
  • Acts as liaison with other operating units, agencies, and outside officials regarding unit policies and procedures;
  • Prepares reports and correspondence.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • relevant agency policies and procedures;
    • relevant state and federal laws, statutes, and regulations;
    • principles, practices, and methods of design, construction and maintenance of dams, or marine and building construction;
    • principles of hydraulics, hydrology, and civil or soils engineering;
  • Knowledge of practices and methods for controlling floods and encroachments on river channels;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills;
  • Considerable ability to plan and organize detailed investigations of engineering problems and recommend solutions with consideration for related environmental factors;
  • Ability to utilize computer software;
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience as an engineer in water resource management, civil or soils engineering or marine and building construction.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in civil or environmental engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in civil or environmental engineering may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience delegating work, reviewing the work of technical staff, and leading technical staff in prioritizing and managing workflows for reporting and construction projects.
  • Experience with construction contracts and contractors.   
  • Experience working with policies, procedures, and practices including environmental planning, permitting, budgeting, and project management.
  • Experience developing, implementing, or streamlining methods/procedures.
  • Experience with the principles of hydraulics and hydrology, structural analysis, soils, and foundations.
  • Experience creating and maintaining internal and external relationships with stakeholders. 
  • Experience reviewing planning, engineering reports, construction drawings, bid documents, and construction project documents.
  • Experience in water resources construction management, including, procedures, practices, regulations, site development plans, environmental conditions, stormwater detention, sediment and erosion control, and flood management. 

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from highway or construction environments and a moderate degree of discomfort from exposure to year-round weather conditions.
