POSITION HIGHLIGHTS
- Full-Time, 40 hours per week
- Monday through Friday
- Location: Hartford, CT
- Hybrid (office/telework) available for up to 80% of the week
THIS JOB IS FOR YOU IF
- You have prior academic or professional experience related to the Freedom of Information Act (Title 1, Chapter 14), administrative law, and areas of law overseen by the Business Services Division, including the law on notarial acts (Title 3), business organizations (Title 33 and 34), trade and service marks (Title 35), the Uniform Commercial Code (Title 42a), and document authentication/apostille under the Hague Convention.
- You have prior litigation experience and are comfortable using technology to perform legal work.
- You use your excellent organizational and relationship-management skills to provide prompt quality service and improve access to information.
- You’re dedicated to the administration and dissemination of knowledge on election procedure, practice, and legislation.
- You’re willing to accept direction and help where needed to assist the Business Services Division.
- You’re comfortable handling difficult situations with a high level of professionalism and can reach diverse populations.

DISCOVER THE OPPORTUNITY TO
- Oversee requests for documents received under the Connecticut Freedom of Information Act;
- Assist the foreign investigation unit in the collection of statutory penalties and fees for businesses that have failed to register in a timely manner with our office;
- Manage a large caseload while working collaboratively with the Office of the Attorney General and the office’s General Counsel to timely negotiate and close foreign investigation cases;
- Draft and review proposed bills;
- Review and draft contracts;
- Advise on system requirements for the Business Registration system;
- Review and approve business, UCC, and trademark filings;
- Conduct hearings under the Uniform Administrative Procedures Act;
- Provide legal counsel to management and staff on related issues.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for receiving on the job training in all aspects of agency legal work.
EXAMPLES OF DUTIES
- Receives generalized training in all aspects of agency legal work;
- Acts as hearing officer or represents agency in formal administrative and public proceedings involving legal and technical issues;
- Analyzes complex and technical evidence;
- Negotiates and drafts settlement agreements;
- Drafts advisory opinions, rulings, decisions, recommendations, findings, legislation, statutes, regulations, publications and other related legal documents;
- Assists in the preparation and presentation of trials and appeals;
- Consults with the Office of the Attorney General on legal issues;
- Researches routine legal issues and assists in researching complex legal issues;
- Conducts investigations and enforcement proceedings;
- Prepares comprehensive reports for use in administrative and court proceedings;
- Prepares pleadings and other court papers;
- Interprets statutes, regulations and rulings;
- Participates in the conduct of various educational activities;
- Reviews court decisions, new and proposed laws and regulations to determine impact on agency operations;
- Assists in the preparation and maintenance of precedent manuals;
- Reviews legal and other related documents for legal sufficiency;
- May provide legal counsel and advice when duly authorized;
- May testify at or monitor legislative proceedings;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
A degree from an accredited law school.
PREFERRED QUALIFICATIONS
- Academic or professional experience related to the Freedom of Information Act (Title 1, Chapter 14), administrative law, and areas of law overseen by the Business Services Division, including the law on notarial acts (Title 3), business organizations (Title 33 and 34), trade and service marks (Title 35), the Uniform Commercial Code (Title 42a), and document authentication/apostille under the Hague Convention.
- Experience in litigation.
- Experience communicating to a diverse population and building consensus, including verbal and written communication.
- Experience with Microsoft Office Suite software and other technology to carry out legal work.
SPECIAL REQUIREMENTS
- Incumbents in this class must be admitted to practice law in the State of Connecticut within one (1) year of the date of appointment. Pursuant to Section 51-88 of the Connecticut General Statutes, an incumbent who has not been admitted to practice law may not "assume, use or advertise the title of lawyer, attorney and counsel at law, counselor at law, attorney, counselor, attorney and counselor, or an equivalent term, in such a manner as to convey the impression that he is a legal practitioner of law". Until such time that an incumbent is admitted to practice law in the State of Connecticut, the incumbent shall be referred to as a Legal Assistant.
- Incumbents in this class may be required to travel.
