THE POSITION
The State of Connecticut’s Office of Policy and Management (OPM) seeks to hire a Planning Analyst in the Health and Human Services Policy and Planning Division (HHSPPD).

HIGHLIGHTS
This is a full time (40 hours per week) position conveniently located in Hartford, CT, easily accessible to all major highways. 
  • LOCATION: OPM, Health and Human Services Policy and Planning Division
  • ADDRESS: 450 Capitol Avenue, Hartford, CT
  • WORK HOURS: Full-time, first shift, 40 hours per week
  • SCHEDULE: Monday through Friday
  • BARGAINING UNIT:  P-5 (Administrative & Residual)

  • Provide staff support to the HHSPPD division to meet various statutory obligations including the development of the statewide three-year Long-Term Services and Support Plan and the Annual Statewide Long-Term Services and Supports Rebalancing Update, which includes data collection from multiple state agencies and drafting the report.
  • Work closely with the Department of Social Services, Department of Developmental Services and the Office of Labor Relations on all PCA Workforce Council-related activities, including implementation of provisions of the Collective Bargaining Agreement.
  • Research policy related to Personal Care Attendant services, Long-Term Services and Supports, health care, and related workforce issues.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a State agency this class is accountable for independently performing a full range of tasks in planning, monitoring and evaluating programs.

EXAMPLES OF DUTIES

Among other duties, the incumbent in this position will provide staff support to the HHSPPD division to meet various statutory obligations including but not limited to:
  • Develop the statutorily required statewide three-year Long-Term Services and Support Plan – including leading the year-long data collection and public feedback solicitation process (e.g. holding focus groups and issuing surveys);
  • Develop the statutorily required Annual Statewide Long-Term Services and Supports Rebalancing Update which includes data collection from multiple state agencies and drafting the report;
  • Staff the statutorily established Long Term Care (LTC) Planning Committee – includes scheduling and staffing quarterly meetings, taking minutes, arranging for speakers, and developing agendas;
  • Use U.S. Census data to track aging, disability and other demographic trends to estimate the future need long term services and supports in CT;
  • Review State Plans and Medicaid Waivers submitted from agencies and oversee approval process for State Plans and Waiver proposals and renewals;
  • Staff the Personal Care Attendant (PCA) Workforce Council; 
  • Maintain PCA Workforce Council and LTC Planning Committee webpages on OPM site;
  • Work with the appropriate State agency to develop responses to Step Two grievances and hold  grievance hearings with 1199 as required;
  • Research and assist the Office of Labor Relations (OLR) and relevant state agencies in response to Arbitration filings;
  • Work closely with the Department of Social Services (DSS), Department of Developmental Services (DDS) and OLR on all Council-related activities, including implementation of provisions of the Collective Bargaining Agreement (CBA); 
  • Review Step One grievance responses developed by DSS;
  • Respond to requests for information from OLR, DSS, DDS, 1199, PCAs and consumer-employers;
  • Work closely with OLR regarding interpretations of the CBA;
  • Assist in the implementation of federal benefits and state benefits for PCAs and consumers of self-direction home care programs; 
  • Review and provide guidance on matters related to long-term services and supports including policy initiatives proposed legislation and regulations; and
  • Research policy related to PCAs, Long-Term Services and Supports, health care, and related workforce development issues.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in planning including developing written long term plans broad in scope and having impact on a number of operations.

NOTE: Planning is defined as collecting and analyzing technical data (social, environmental, economic, governmental), determining problems and concerns, and developing long-term plans accordingly. These are formal, written plans, i.e., statements of goals and objectives, recommended alternatives for action, and policies and programs to achieve the goals and objectives. Generally, these plans will impact statewide activities or a large-scale corporation which has branch or satellite facilities. Candidates must often perform these types of duties the majority of time and the planning function must be the major thrust of the job.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in planning, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

  • Experience working with Medicaid programs, both state plan and waiver programs. 
  • Experience working with Medicaid and non-Medicaid home and community-based services programs, preferably with self-directed home care programs.
  • Experience working with state and federal health and human services programs that provide long-term services and supports.
  • Experience reading and interpreting federal and state policy, statutes and regulations.
  • Experience researching and writing reports and long-range plans related to health and human services, preferably long-term services and supports.
  • Experience working with Labor Unions or with matters related to labor management. 
  • Experience leading workgroups or committees.
