POSITION HIGHLIGHTS
- Monday - Friday.
- Full Time, 40 hours per week.
- First Shift, 7:30 AM to 4:00 PM.
- Hybrid position (telework and in office), with an alternative work schedule available.
- Primary Office Location: 450 Columbus Boulevard in Hartford.
THE ROLE
Within the Real Estate and Construction Services Division, Construction Services Project Management is responsible for the planning, design and construction or renovation of the State’s buildings and facilities. This unit operates in four teams, and is collectively responsible for a portfolio of over $1,500,000,000 managed on behalf of 24 State Agencies.
Construction Services Project Managers are responsible, as the owner’s representatives of the State, to oversee multiple assigned projects of varying cost, phase, type, agency, and complexity. Examples of duties include:
- Overseeing the project budget, quality and schedule.
- Ensuring department meets objectives of supported agency design and construction project including size, quality, and schedule .
- Coordinating with contacts of supported agencies to determine and meet their needs and manages all phases of projects from inception through design and construction up to and including furnishing and occupancy.
- Planning for utilization and oversees work of both external and internal resources such as architects, engineers, consultants, and inspection personnel for assigned projects.
- May supervise professional architects, engineers, construction administrators, construction managers, and general contractors as assigned.
- Reviewing construction plans, drawings, specifications and change orders for completeness, accuracy and consistency with contract documents, codes and agency or statutory requirements.
- Maintaining accurate records and progress reports on assigned projects.
- Overseeing assigned projects from inception through design and construction up to and including furnishing and occupancy.
- Conducting project planning conference with client agency to determine scope of project and services required.
- Establishing resource requirements.
- Assisting in determining available funding.
- Monitoring project budgets, ensuring project costs remain within budget.
- Coordinating with DAS supporting offices and sections for bidding and contracting on contract needs, providing input on required contract documents including preparation of project description for advertising.
- Assisting in monitoring of contract review.
- Recommending bonding needs.
- Assisting in review of proposals.
- Monitoring contract execution.
- Assisting in negotiating fees, terms and conditions.
- Ensuring timely use of all resource groups.
- Conducting meetings.
- Coordinating with client agency regarding changes in program content, schedule and costs.
- Preparing reports for client agency and administration.
- Ensuring compliance to codes, permits, etc. through Authorities Having Jurisdiction (AHJ).
- Ensuring timely completion of construction and timely resolution to construction problems.
- Coordinating with Equipment section to ensure timely delivery of furniture.
- Monitoring shop drawing processing.
- Recommending approval of proceed orders and change orders.
- Coordinating with supported agency for timely occupancy.
- Arranging and conducting post-occupancy evaluations.
- Identifying risks and issues potentially affecting program and project throughout entire process and ensures timely resolution of problems.
- Evaluating architectural and engineering firms proposing to contract with state.
- Assisting in reviews of proposals, monitors and directs contract execution, negotiating or assisting in negotiating fees, terms, and conditions, ensures timely use of all resource groups.
- May supervise, monitor and/or monitor staff

PURPOSE OF JOB CLASS (NATURE OF WORK)

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of experience in the design and construction of commercial, industrial or institutional structures involving any combination of the following:
- architectural or engineering design or review;
- construction supervision;
- project estimation or project management.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have included responsibility for contract negotiations and coordination of architectural, engineering, cost review, equipment and physical operations.
NOTE: For state employees this experience is interpreted at the level of a Construction Services Associate Project Manager.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in architecture, engineering or construction management may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

A Master's degree in architecture, engineering or construction management may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience with the key milestone steps of a project from initiation through closeout phases of a project.
- Experience with General Conditions and General Requirements typical of State Public Work projects.
- Experience in architectural or engineering design with review, construction supervision or project management.
- Experience in responsibility for contract negotiation, change order negotiation, construction coordination, code review, cost review or equipment installation.
- Experience in negotiating the scope and fees for professional services or trade contracts.
SPECIAL REQUIREMENTS

Incumbents in this class may be required to possess a Professional Architect or Engineer License, Associate Constructor or Professional Constructor certification (AC-American Institute of Constructors) or Certificate as an Engineer in Training (EIT-National Council of Examiners for Engineering and Surveying).

WORKING CONDITIONS
Incumbents in this class may be exposed to some risk of injury or physical harm from construction site environments and a moderate degree from year-round weather conditions.
