ABOUT US
The Vehicle Business Regulation Division:
- Provides a wide range of customer services to the public and support services to other DMV operations.
- Consists of seven (7) operational areas. The operational areas are: Business to Business Unit, Core Customer Operations, Copy Records, Compliance, Records Update, Support Services and Relationship Management Unit, and Specialized Registry Services.
- Processes paperwork for the Dealer On-Line Registration Program, and is charged with monitoring and assuring the compliance of several functions, and the processing of a number of transactions related to the compliance function.
- Oversees marine vessel mailed transactions and is the central repository for all boat registration transactions.
- Is responsible for the documentation of standards relating to the title and registration issuance process. Connecticut is a participant in the National Motor Vehicle Title Information System (NMVTIS), ensuring vehicle compliance safety and customer protection.
- Operates a NMVTIS help desk.
- Is responsible for the approval of vanity and special interest plates, the issuance of parking placards for disabled individuals, and for providing customers with copies of DMV documents.
THE ROLE
The Motor Vehicle Division Manager will report to the Division Chief and have oversight of the various tasks within multiple units. The Division Manager will supervise a team of Motor Vehicle Program Coordinators and Motor Vehicle Central Office Supervisors. This role will be responsible for the oversight of registration and title transactions, the CT DMV online registration program, and ensuring the compliance of all aspects of insurance mandated by state and federal laws. This position will also oversee the unit responsible for issuing vanity plates, disability placards, and copies of DMV records. Our ideal candidate will have extensive knowledge of registration and title process, Title 14 & 15 statutes, and stay up to date with legislative changes.
POSITION HIGHLIGHTS
- Permanent full-time position working 40 hours per week
- Monday through Friday schedule
- First shift, 7:30 am to 4:00 pm
- Our office is located at 60 State Street in Wethersfield, CT
- This position is primarily on site/in office but may have the option to telework in accordance with the Telework Policy, which can be found here.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Motor Vehicles this class is accountable for assisting a Motor Vehicle Division Chief or other administrative official in the direction of the programs and operations of a division or for independently administering a small division reporting to an executive official.
EXAMPLES OF DUTIES
- Administers or directs programs and operations of an assigned division or unit;
- Develops, implements and evaluates division policies, goals and objectives;
- Designs and develops division programs and activities;
- Implements new procedures, procedural revisions and regulations;
- Interprets and administers pertinent departmental laws;
- Oversees and evaluates staff;
- Prepares or assists in preparation of division budget;
- Maintains contacts with individuals within and outside of division who might impact on policy or program activities;
- Reviews reports of activities, inspections, investigations and complaints and recommends further actions;
- Assists in resolution of problems and recommends corrective actions;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- May represent Commissioner on sensitive division related activities including testimony at legislative hearings;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of experience in business or public administration, personnel, production or quality assurance management.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a supervisory capacity.
NOTE: Supervisory capacity is defined as scheduling, assigning, overseeing work, establishing performance standards for employees and taking corrective measures to implement those standards.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
- For state employees two (2) years of experience at the level of a Motor Vehicle Branch Operations Supervisor 2 may be substituted for the General and Special Experience.
PREFERRED QUALIFICATIONS
- Experience working at the level of a Motor Vehicle Program Coordinator or higher.
- Experience leading and supervising unionized staff.
- Experiencing managing 25 or more people in a department of a matrix environment.
- Experience providing customer service to internal and external stakeholders, providing feedback and resolutions.
- Experience tracking productivity and analyzing trends.
- Experience managing and maintaining priorities in a deadline-driven work environment.
