The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) is seeking a Behavioral Health Program Manager to join their team! This position is imperative to key clinical support functions of a large, complex, urban community mental health center that provides both inpatient and outpatient services.
This position focuses primarily on coordinating leadership communication and response to patients and community stakeholders to support and maximize satisfaction with all aspects of care provided by CMHC. The Behavioral Health Program Manager will coordinate agency-wide activities related to recovery-oriented initiatives, response to consumer survey input, restorative and anti-racist initiatives, reduction of health care disparities and performance improvement planning.

- Plan, coordinate and direct patient and community stakeholder programs and activities;
- Develop and maintain contact with individuals, groups and organizations to promote community and state agency stakeholder engagement;

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Mental Health and Addiction Services and the Department of Children and Families this class is accountable for assisting in the management of a statewide program in a geographical area; accountable for assisting in the management of a specific behavioral health program or serving as a clinical team leader.
EXAMPLES OF DUTIES
- Assists in directing staff and operations for special programs;
- Coordinates, plans and manages program activities;
- Assists in formulating policy and procedures relating to general administration of a managed service system;
- Participates in the formulation of agency policy;
- Develops, implements and evaluates the goals and objectives consistent with agency mission and policy;
- Interprets and administers laws pertaining to program;
- Trains and evaluates staff;
- Prepares and administers facility and community grant budgets;
- Maintains contact with individuals, groups and other organizations which might impact on program operations;
- Develops and maintains appropriate fiscal and programmatic mechanisms to ensure continuity of care to a defined population and appropriate allocation of resources;
- Assesses staff needs for delivery of services;
- Carries out policies and directives of department;
- Assists in coordinating, planning and managing administrative and/or fiscal and clinical activities;
- Ensures compliance with internal agency and accrediting bodies' standards;
- Participates in the recruitment and hiring of staff, including outreach, interview and selection;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of experience in business or health care administration, program development involving responsibility for financial management, budget development or grants management, professional health care or social services.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) years of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in public or health care administration, a Master's degree in business administration with a specialization in health services or hospital administration, a Master’s degree in social work or a Master's degree in a related health care discipline may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience with the principles and practices of public administration, principles of mental health treatment and program design and community resources
- Experience with quality assessment and/or improvement techniques and accreditation body standards
- Experience in developing, implementing and evaluating program outcomes
- Experience utilizing interpersonal, oral and written communication skills to relay pertinent information
- Experience analyzing, preparing and presenting reports to agency leadership groups
SPECIAL REQUIREMENTS
Incumbents in this class may be required to possess appropriate current licenses or certifications.
