The Connecticut Department of Energy and Environmental Protection (DEEP) is recruiting a Senior Advisor for Outdoor Industry & Experiences (Durational Project Manager) to provide leadership, vision, and project management for the Office of Outdoor Industry & Experiences established in January 2024. This is a two (2) year durational position with the possibility for extension, reporting to the Deputy Commissioner for Environmental Conservation.

POSITION DETAILS
The role is on a full-time, Monday through Friday schedule, with occasional evening and weekend responsibilities. The position is located at the DEEP Headquarters in Hartford, CT, with flexibility for occasional telework. Some in-state and out-of-state travel may be required.

The Senior Advisor for Outdoor Industry and Experiences, as the leader of the Office of Outdoor Industry & Experiences, will play a crucial role in fulfilling the mission of the office to grow Connecticut’s outdoor economy in the following ways:
  • Partnering with the private sector to provide and enhance outdoor experiences in Connecticut;
  • Promoting Connecticut both as an outdoor recreation tourism destination and as a place to live, work and play outside;
  • Expanding and protecting equitable and sustainable access to the outdoors.
The Senior Advisor also will be responsible for reviewing concepts submitted to the Partnerships in Parks Request for Information (RFI) and executing any subsequent next steps, which could include the issuance of Special Use Licenses or subsequent Request for Proposals (RFPs) as well as stakeholder communication and engagement. This task will require working across multiple DEEP departments and state agencies, including a strong ability to negotiate and establish contracts within state government. The position requires vision, innovation, and collaboration with outdoor recreation advocates, community members, and industry partners.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for making or conducting a special inquiry, investigation, examination or installation pursuant to Section 5-198(n) of the Connecticut General Statutes.

EXAMPLES OF DUTIES

Partnership Development: Design and implement initiatives to forge strong partnerships with the private sector, non-profit organizations, community groups, and government agencies to leverage resources for equitable and sustainable access to outdoor recreation, enhanced visitor experiences, and expanding tourism in the state.

Project Management: Develop and manage processes within the agency to evaluate submissions to the Partnerships in Parks RFI, develop and issue requests for proposals or other mechanisms to solicit and select new partnerships with the private sector, and implement, manage, and evaluate new partnerships that enhance State Parks.

Stakeholder Engagement: Actively engage with local communities, legislators, industry leaders, government agencies and other stakeholders to ensure transparent communication and engagement around the establishment of partnerships.

Promote Connecticut’s Outdoor Recreation & Tourism: Enhance Connecticut’s reputation as a premier destination for a wide array of outdoor recreation activities.
